Research On The Construction Of Information Service System Of Local Records In Gansu Province Based On Holistic Governance Theory

Local records are the carrier of Chinese excellent traditional regional culture.With the popularity of e-Government,the construction of local records information service system can change the functions of the government,reduce administrative costs,better meet the people’s diverse needs for culture and so on.Gansu Province has very rich local records resources,but the construction of local records information service system presents a "fragmented" state and the level of public service is low.This paper introduces the theory of holistic governance to study the current situation of the construction of information service system of local records in Gansu province,then through the literature research,interviews,and grounded theory research summarizes the restrictive factors of the development of the information service system of local records in Gansu Province,based on which the paper makes a deep analysis and puts forward corresponding countermeasures for perfection and optimization.First of all,the basic concept of the service system of local records informatization is defined,and the conjunction point between the service system of local records informatization and the theory of holistic governance is clarified.Secondly,with the theory of holistic governance as a tool,sorting out the current situation of the construction of information service system of local records in Gansu Province.Thirdly,uses the grounded theory to refine the factors restricting its development.Finally,based on the analysis of the restrictive factors,and from the classic cases of the construction of local records information service system in other areas,this paper seeks for the experience that can be used for reference in the construction of Gansu Province’s local records information service system,and putsforward concrete overall measures,to provide new ideas and countermeasures for perfecting the current information service system of local records in Gansu Province.
