Research On The Mechanism Of Public Participation In The Public Cultural Services Supply

The public culture has developed for 15 years in China.Its infrastructures are fruitful and the supply of public cultural services has increased dramatically over the period,while their qualities are too poor to satisfy people’s demand.And the public culture has stuck in this dilemma for a long time.Therefore,the constitution of the mechanism of public participation in the public cultural services supply is worth studying.The public cultural services supply is a system consisting of three segments,including supply decision making,supply supervision and supply evaluation,instead of an action.Thus,public participation should include those segments.When it is put into practice in an all-around way,public strength can be activated.With the system analysis method,the mechanism of public participation in the public cultural services supply can be divided into 5 elements,including goals,main bodies,contents,channels,institutions.And its performance can be constituted dependent on the three segments.The analysis has approved that all the elements and the segments should be placed in a certain order under the guidance of the goal,the goal that breaking through the contradiction between supply and demand and safeguarding the interests of people,to make the mechanism effective.With the literature research method,this thesis has compared the practical situation with the theoretical analysis,which is based on the collection of articles that summarize the situation of the public cultural services supply in China.Although there are many infrastructures,assistance from social organizations,abundant services,creative supply methods and whole supply sections in the public culture services supply,public participation is under an intricate condition where many aspects,such as decision making,supervision,evaluation,channels and institutions,are involved.And the causes are originated from various areas,including governments’ attention,the ability and mind of public participation,the mechanism of information publicity,the evaluation organizations.In conclusion,with the research on the mechanism of public participation in the public cultural services supply,it can be constituted by the improvement of public participation mind,strengthening the attention of governments,the optimization of the mechanism of information publicity,the promotion of neutral evaluation organizations and the constitution of relevant institutions.
