Research On The Supply And Optimization Of Public Cultural Services For The Elderly

The aging of population is an important trend of social development and will also be one of the basic national conditions of China in a long period of time.At the same time,the number of empty-nest and solitary elderly is further increasing.While the whole society is paying attention to the pension issue,the spiritual and cultural needs of the elderly should not be ignored.In 1999,the Ministry of Culture issued opinions on Strengthening the Cultural Work of the Elderly.In 2012,the National Office for Aging respectively issued opinions on Further Strengthening the Cultural Construction of the Elderly.After years of exploration on the cultural work of the elderly,public cultural services for the elderly have achieved considerable development.Both the Opinions on Promoting high-quality Development of Public Cultural Services issued by the Ministry of Culture and Tourism and the Opinions on Strengthening Work on aging in the New Era issued by The State Council emphasize the importance of elderly people participating in public cultural life.However,there are some bottlenecks in the development of public cultural services for the elderly.The purpose of this study is to investigate the actual demand of the elderly for public cultural services and the difficulties in their participation in public cultural life under the background of the deepening of the current aging population,so we can use demand to determine supply.By optimizing public cultural services for the elderly from the supply side,we strive to reduce the contradiction between supply and demand and increase the participation of the elderly in public cultural life,so as to improve the level of public cultural services for the elderly and make them enjoy a better cultural life in their later years.Taking Jining City of Shandong Province as an example,this thesis uses interview method and questionnaire method to sort out the role and effect of multiple supply subjects such as government,market,non-profit organizations and voluntary groups in the process of providing public cultural services for the elderly,and analyzes the existing problems in the combination of supply and demand of public cultural services for the elderly based on the actual needs of the elderly for public cultural services.It is manifested in three dimensions of low maturity,low participation and low inheritance.Analysis of its causes lies in the following four aspects:first,both the supply and demand sides have different emphases on public cultural services;second,the administrative power’s domination of resources leads to the limited development of other suppliers;third,the lack of information support leads to the difficulty of the elderly’s cultural participation;fourth,the elderly’s expression of public cultural service demand is blocked.On this basis,suggestions are put forward to improve the provision of public cultural services for the elderly:first,platform construction,to build a public cultural participation platform for the elderly group;Second,information support to broaden the channels for the elderly to participate in public culture;Third,cooperate and build closely the effective cooperation of the main body of public culture supply;Fourth,talent utilization,leading the construction of cultural identity of the elderly group.
