Research On The Problems Of Nanchong Public Culture Service Construction Depending On The Local Chronicle Resources

With the progress of the society,People’s needs towards culture are more and more prominent.Safeguarding people’s needs towards culture has become one of the most important responsibilities of the government.Based on this condition,Chinese government clearly put forward improving public cultural services to protect citizens’ basic cultural rights and to offer substantial high-test products to enrich citizens’ cultural and spiritual life.Local chronicle is an important part of Chinese abundant and excellent traditional culture,named “the complete history of one area”.It’s to record one area’s past and present book and it’s one of the best materials to contribute public culture service system.Nanchong city has a long history and humane connotation.There are excellent foundation conditions for this city to improve public cultural service.In recent years,Local Chronicles Museum and many other infrastructures has been built in Nanchong.But limited to backward ideas,shortage of professionals,undeveloped mechanisms,the public cultural service depending on local chronicles develops slowly and has to been promoted.So,this paper firstly states the background and significance of improving cultural services based on local chronicles to instruct the importance and necessity of this paper.Then by sorting and summarizing the typical experience in some cities to construct the theoretical framework and provide experience.Based on all of these and combining the sorting of the current situation and questionnaire survey and interviewing,this paper put forwards the questions and reasons.On the whole,there are five problems: underestimated cultural values in local chronicles,weakness of hardware and software infrastructures,weakness of talents,inadequate working mechanism,low social attractiveness,contradiction between supply and demand.And there are five reasons: low level of attention on local chronicles,lack of construction funds,lack of talent training and absorption,lack of legal and regulatory support on the institutional construction,insufficient product development capability.Based on summary of experience and analysis of causes,this paper puts forwards countermeasure and suggestions such as improving publicity mechanism to attract more attention,improving the fund importing and supervising mechanism,improving the mechanism of talent absorbing and training mechanism,improving policy safeguarding mechanism,enhancing product development and utilization capabilities to promote the public cultural service based on local chronicles development.In the last part,this paper reflects the deficiencies in this research and put forwards some expectations for this research area.
