Research On The Development And Utilization Of Local Chronicles From The Perspective Of Public Cultural Services

Local Chronicles is an important carrier for inheriting Chinese civilization and exploring historical wisdom.It has been compiled for more than 2000 years and has formed a considerable number of compilation achievements.Local chronicles are called "official books".Since the Sui and Tang Dynasties,the "official revision" system of local chronicles has been basically established and continues to this day.After the compilation of the new socialist local chronicles began,a working system was gradually formed,which was led by the Party committee,presided over by the government,organized and implemented by the organization responsible for the work of local chronicles,and widely participated by all sectors of society.The compilation of local chronicles has a clear administrative attribute.From the perspective of public management,local chronicles are typical public goods.With the construction and development of public cultural service facilities such as local chronicle cloud platform and local chronicle Museum,the public service space and channels of local chronicles are expanding,and the public service system is gradually being constructed.However,the long-standing dilemma of low public awareness and low utilization rate in the development and utilization of local chronicles has not been effectively resolved.There are still many obstacles in the functional transformation from "emphasizing repair and neglecting use" to "repairing chronicles for use",which restricts the high-quality development of local chronicles.The law of the People’s Republic of China on the protection of public cultural services was promulgated and implemented on March 1,2017.China’s public cultural services have entered the track of legalization,and the policy orientation of giving full play to the role of local chronicles in public cultural services has been further strengthened.The focus of local chronicles on the development and utilization has further focused on the improvement of the ability of public cultural services.This paper combines the theory of public cultural service with the practice of local chronicles,takes the development and utilization of local chronicles in G Province as a sample,and based on the basic function of public cultural service of local chronicles,through literature analysis,questionnaire survey,case analysis and other research methods,deduces that the main reason for the low awareness and low utilization rate of local chronicles in the public lies in the fuzzy positioning of the basic function oriented to serve the public The production centered operation mode leads to five aspects: insufficient effective supply,absence of public cultural service standards,weak construction of development and utilization channels,and insufficient basic investment at the development and utilization end.In view of the existing problems,this paper puts forward measures such as further clarifying the basic function orientation of local chronicles serving the public,increasing effective supply based on demand,promoting the standardization construction of local chronicles public cultural services,strengthening the construction of development and utilization channels,promoting the effective transformation of local chronicles resources in multiple ways,and improving the basic guarantee,so as to provide solutions from the perspective of public cultural services for effectively improving the current situation of local chronicles development and utilization.
