A Study On Supporting Policies Of Cultural And Creative Enterprises In Chengdu

This article focuses on answering these three questions: First,in the context of Chengdu’s strong support for the development of cultural and creative enterprises,what is the supply of support policies for cultural and creative enterprises in Chengdu,and whether the supply of policies matches the needs of enterprises;second,What is the attitude of Chengdu’s cultural and creative enterprises to supporting policies and whether they are satisfied;third,in the use of policy tools,what is the status of Chengdu compared with other "national central cities" and what are the shortcomings.First of all,this article analyzes the matching of supply and demand of Chengdu’s cultural and creative enterprise support policy,uses content analysis to analyze the supply of Chengdu’s cultural and creative enterprise support policy;uses grounded theory to analyze the policy demand of Chengdu’s cultural and creative enterprise.On this basis,this paper’s comparative analysis of the supply and demand of support policies found that the reasonable policy needs of Chengdu’s cultural and creative enterprises need to be further satisfied,and support policies lack pertinence.Secondly,this article analyzes the satisfaction of supporting policies for cultural and creative enterprises in Chengdu and finds that the level of policy satisfaction is“average”,and the smaller the size of the enterprise,the lower the policy satisfaction.Finally,this paper’s comparative analysis of the supporting policies for cultural and creative enterprises in national central cities found that compared with other "national central cities",Chengdu uses fewer demand-related policy tools,and specific supporting policies need to be improved.In response to the above problems,this article proposes ideas for improving Chengdu’s support policies for cultural and creative enterprises from three aspects.The first is to formulate support policies based on the nature of cultural and creative enterprises and strengthen the pertinence of support policy supplies.The second is to ensure that supporting policies and measures such as financing support,taxation support,and talent support are in place to meet the policy needs of Chengdu’s cultural and creative enterprises.The third is to actively learn from the policy experience of other "national central cities",optimize the combination of support policies for cultural and creative enterprises in Chengdu,strengthen the use of demand-based policy tools,and introduce more operational policy measures.
