| In the plan of the 11 th Five-Year,China took environmental protection as the main focus of work and called for building a resource-saving society" in 2006.In 2011,China’s "12th Five-Year" plan emphasis on green development,building a resource-saving and environment-friendly society.In November 2013 the third Plenary Session of the 18 th CPC Central Committee,the establishment of ecological damage liability lifelong accountability system including the evaluation system of resource consumption,environmental damage and ecological benefits into,and the eighteen report pointed out the need to strengthen the construction of ecological civilization.The upcoming "13th Five-Year",will also improve the quality of ecological environment and green development into the agenda,and environmental pollution and environmental protection have become the focus of attention from the government to the society.so,under the current political and administrative system in our country,how to find an effective governance model to solve the problem of environmental pollution is an urgent problem to be solved.In the past period of time,the local governments are mostly to promote the comprehensive management and protection of the environment through the promotion of institutional pressure,but the effect is not significant.The environmental protection organization in Guiyang through five years of exploration and summed up the "non confrontation " environmental social governance mode,has formed a distinctive and effective system of environmental governance,which includes government,market,enterprise,environmental protection organizations and the public.so it provide a realistic version of the reference for the construction of ecological civilization in Guiyang City,and the government of Guiyang city popularize the model vigorously.This article is based on the existing research achievements,using the case study method,literature research method to research the formative conditions and process of "non confrontation" environment social governance,and the policy network as the theoretical perspective to discuss in-depth,and studying the change path of policy network,in order to provide a new solution to solve the environmental problems in the future.This paper is divided into five parts:The first part is the introduction.This paper mainly introduces the background of Guiyang’s environmental protection organization for the "non confrontation" environmentalgovernance,the main problems need to be solved and the significance of the topic,at the same time,this paper points out the train of thought and research methods,as well as the key points,difficulties and innovations.The second part is about the inherent conflict of traditional environmental social governance.This part mainly discusses the characteristics and problems of the traditional environmental social governance.The third part mainly introduces the conditions of Gui Yang "non confrontation" environmental social governance.Mainly discusses the transformation of government and policy with the change of background of environmental.At the same time,this paper mainly introduces a series of practical exploration of an environmental protection organization in Guiyang.Finally,it analyzes the possibility of the formation of the network from the angle of social capital of Guiyang’s environmental protection organization.The fourth part studies the structure and interaction of policy network about the Gui Yang "non confrontational" environmental social governance.First of all,the paper analyzes the interaction process between the parties in the institutional change,such as cooperation and cooperation.Second,it discusses the sharing of risk of "non confrontational" environmental governance for parties.Third using the public energy field to construct the communication system of the main body of the non antagonistic environment social governance mode.Finally,from the perspective of government for the interests of the game parties reached equilibrium for coordinated control of transaction costs,the cost and benefit of enterprises to promote green consumption and coordination,At the same time,the whole process of the model is summed up as an operable model.and how the network is most important in Guiyang environmental protection organizations do positive incentives,in order to better promote the construction of "non confrontation" environmental social governance mode.The fifth part: Discussing the future trend of about the preliminary formative Gui Yang "non confrontation" environment social governance model.The article offer suggestions mainly from four aspects of policy community,professional network,issue network,producer network,to enhance the vitality of "non confrontation " environment social governance,providing a reference model for the environment pollution problems. |
