Study On The Water Environmental Governance From The Perspective Of Policy Network

As the Lijiang River is the soul of Guilin’s landscape,governments have always attached great importance to the governance of the water environment of the Lijiang River Basin.Under the development concept of “lucid waters and lush mountains are invaluable assets”,the water environment governance of the Lijiang River Basin is increasingly strengthened.As water environment governance of the Lijiang River Basin involves a wide range of areas,to improve the effectiveness of water environment governance of the Lijiang River Basin,it is inevitable to study water environment governance of the Lijiang River Basin from the perspective of public management.Based on the policy network theory,this paper analyzed the policy network,the actors and the interaction among the actors in the process of formulating the water environment governance policy for the Lijiang River Basin,and selects three typical water environment governance projects in the Lijiang River Basin(respectively,Fish Restaurant Governance Project in Fulong Isle and Mahuang Isle,Black and Odorous Water Body Governance Project of Ligjian Stream,and Water Environment Governance Project of Qingshitan Reservoir)to analyze the actors and network structures in such projects.At last,this paper points out existing problems in current Lijiang River water environment governance from the perspective of policy network and puts forward corresponding solutions.The main findings are as follows:1.Actors in the water environment governance of the Lijiang River Basin are divided into five categories,policy community,professional network,intergovernmental network,producer network and issue network,respectively.In the process of formulating the water environment governance policy for the Lijiang River Basin,the interaction between such networks is limited.While the policy community and the intergovernmental network play the leading role.2.There are numerous actors and relationships in the three typical Lijiang River Basin water environment governance projects.The Water Environment Governance Project of Qingshitan Reservoir has the most actors and relationships Through the analysis of the policy network structure,it is concluded that the mismatch of resources in the Black and Odorous Water Body Governance Project of Lingjian Stream is the main problem of the project.As for the Fish Restaurant Governance Project in Fulong Isle and Mahuang Isle,the insufficient consideration and guarantee of the interests of the producer network is the main reason for the slow progress of the project.In the Water Environment Governance Project of Qingshitan Reservoir,the current industrial structure adjustment and governance policies that fully consider the interests of actors in the producer network have achieved good governance results.But the communication and cooperation between the water authorities’ systems and local governments systems need to be enhanced.3.From the perspective of policy network,this paper points out various problems in Lijiang River Basin water environment governance,including insufficient interaction among actors in the intergovernmental network,insufficient consideration of the producer network in the policy formulation process,excessive actors in the governance network,lack of collaborative governance,disfunction of the professional network and the issue network,and puts forward recommendations for improvement from the aspects of improving the Lijiang River water environment governance system,strengthening interaction between various networks,optimizing the governance network structure and giving full play to the issue network in the Lijiang River Basin water environment governance.
