Research On Governance Of Environmental Mass Incidents From The Perspective Of Policy Network Theory

With the rapid accumulation of social and economic wealth in my country,the burden on the ecological environment is also increasing day by day.Our people’s awareness of rights is constantly awakening with the rapid economic and social development,and they are becoming more and more sensitive to factors related to the environment and their own health.The convenience of the Internet and the development of new media have greatly expanded the channels for public opinions to be maintained.The ability of own rights and interests has also been greatly improved.In recent years,environmental mass incidents in my country due to environmental pollution or potential environmental risks have gradually increased,which not only harms the healthy development of the economy and social stability and security,but also puts forward higher requirements for the government’s governance capabilities.A survey of most major environmental groups The results of the treatment of incidents basically ended with the suspension of construction,postponement or complete cancellation of the project,which not only caused the production enterprises to bear huge economic losses,but also damaged the credibility and image of the government.Therefore,effective management of environmental mass incidents is of great significance.The difficulty in the governance of environmental mass incidents is that multiple actors are involved in the process,and the relationship between the subjects is more complicated.The policy network has both the functions of interest intermediary and governance.It not only provides a very convincing explanation model for the public policy field,but also provides a new idea for solving the increasingly complex governance problems in the public management field.Successful governance shall be effective policy tools as the basis,so the network policy stakeholder analysis is a prerequisite for effective network governance.First,this article analyzes the interest relationships involved in China’s environmental mass incidents based on Rhodes’ policy network model,and finds that different types of policy networks have differences in actors,resources,and structures.Each network is based on the interdependence of resources.Form different interest alliances with the same policy goal.At different development stages of the event,various network actors will interact with other network members through different action strategies to influence the policy decision-making process,with the hope that their own demands will be the result of the policy.Can be presented.Then,taking the Xiantao waste incineration power generation incident as a specific case,under the framework of policy network theory,the relationship and interaction of actors in the different development stages of the incident were analyzed,and the possible reasons for the poor governance of environmental mass incidents in my country in the past were discussed.The experience of successful treatment of the Xiantao waste incineration plant incident is summarized.Finally,based on the previous analysis,starting from the policy network governance model,we put forward suggestions for improving the governance effects of environmental mass incidents in terms of governance entities,governance mechanisms,governance tools,and governance structures.
