| In 2004,China began to implement the construction of national forest city to build a well-off society to spread the concept of ecological civilization.At the same time,the prevention and control of air pollution has become one of the battles of building a well-off society in an all-round way in our country,and in recent years,many countries have proposed to use urban forests to improve the condition of air pollution.Based on this background,this paper studies the following:First,to study whether forest urban construction has an impact on air pollution and how much it is.Second,to study whether the impact of forest urban construction on different atmospheric pollutants is heterogeneous.Third,to study the role of forest urban construction on air pollution.It is of great significance to promote the government to carry out forest urban construction and make use of forest city construction according to local conditions to control air pollution.Firstly,this paper defines the concepts of forest city,urban forest,construction of forest city and air pollution,expounds the theoretical basis related to the impact of forest city construction on air pollution from the perspective of ecological modernization theory and ecological city theory.Then the scope of this paper is defined,and the progress of forest construction and air pollution prevention and control in the Yangtze River Delta region is analyzed.On this basis,this paper builds a panel data set for 41 cities in the Yangtze River Delta region from 2003 to 2016,and takes the national publication of the forest city directory as a policy shock,takes the city that has been rated as the national forest city as the processing group,and the city that has not been rated as the national forest city as the control group.With PM2.5 as the main interpreted variable,the average annual concentration of PM10,SO2,NO2 and the annual average of AQI are used as the interpreted variables in the robustness test,and the variables of population density,economic growth,technological innovation,energy intensity,transportation and opening to the outside world are controlled.The influence of forest city construction on air pollution was investigated by using the DID and the PSM-DID Finally,the mechanism of the role of forest city construction on air pollution is tested by constructing an mediating effect model with the greening coverage of built-up areas,the removal of sulfur dioxide per unit industrial and the industrial structure as the mediator variables.Through the empirical research,this paper summarizes three main conclusions:(1)In the Yangtze River Delta,forest urban construction significantly reduces urban air pollution.In terms of the air composite index,the AQI can be reduced by about 49.2%.For all kinds of pollutants,the results also show that forest urban construction can reduce urban air pollution.(2)The results of empirical test of different pollutants show that this effect on different atmospheric pollutants there is heterogeneity.In general,the prevention and control effect of SO2,PM10,NO2 is much better than PM2.5,especially SO2.(3)To improve social awareness of environmental protection makes enterprises and citizens adopt more stringent environmental protection behavior and industrial structure adjustment is the forest city construction affects air pollution of the two main transmission ways.And it is will have a heterogeneous effect on different pollutants by improving the green coverage of built-up areas to strengthening urban forest construction,For gaseous pollutant,like SO2,which is characterized by the mediating effect,while for particulate pollutants such as PM2.5,it is shown as a moderating effect.Based on the research above,this paper gives the following three policy recommendations:(1)Cities should summing up the experience of the existing national forest cities,and then should promote forest urban construction and improve the mechanism of forest urban construction actively.(2)In the construction of forest city,each city should build an urban forestry research platform,according to the air pollution situation in various places and the local conditions to choose the appropriate tree species and reasonable density.(3)Local governments should strengthen their exchanges and cooperation,build a platform for scientific and educational education of ecological civilization,and develop new models of forest cities actively,for promote the green transformation and upgrading of industrial structure. |
