Research On The Role Of Government In The Construction Of Guiyang National Forest Cit

General Secretary Xi Jinping has shown great concern for guizhou’s ecological progress and environmental protection.He has made important instructions and instructions for many times,repeatedly urging Guizhou to "firmly uphold the two bottom lines of development and ecology".Forest city construction is a systematic ecological civilization construction project to improve ecological balance and environmental quality.Supporting and developing forest city is an inevitable choice to build ecological civilization society and beautiful China.Guiyang was awarded the title of "National forest City" in 2004,becoming the first national forest city in China.Its related construction work has played a leading role in the whole country in a certain time and scope.However,with the upsurge of building "forest city" all over the country,the government has not played a significant role in the follow-up promotion work,and the construction work is slow.By 2021,Guizhou province has only two national forest cities,accounting for only1 percent of the country’s 194 national forest cities.With the proposal of the strategy of "carbon peak and carbon neutralization" in China,the construction of national forest city in Guiyang has ushered in new opportunities.Based on the theoretical knowledge of new public service,ecological governance and the role of government,this paper analyzes the status quo and shortcomings of the role of government in the construction of Guiyang National forest City through interviews and questionnaires.It is pointed out that the shortcomings of the government are mainly reflected in the lack of national forest city construction plan,the lack of characteristics of construction,the lack of coordination and linkage mechanism of government departments,the lack of investment in ecological construction,and the lack of publicity.Based on the analysis of relevant theoretical knowledge of ecological governance and the role of government,clear development concept and direction are put forward,national forest city construction plan is formulated,and responsibility consciousness of national forest city construction is strengthened.Improve the legal system of ecological construction,improve the performance appraisal system of national forest city construction,and strengthen the implementation and supervision of ecological policies;Establish consultation and coordination bodies,establish and improve dynamic supervision and evaluation mechanisms;Optimize the development of ecological space,innovate the types of ecological industry,strengthen the guarantee of funds and talents in the development of ecological industry,and stimulate the vitality of ecological industry market;In order to provide some reference for the government’s role in the construction of national forest city in Guiyang and the related theoretical research,we should strengthen the publicity of forest ecological culture,strengthen the forest ecological education of citizens and expand the social participation in the decision-making of ecological protection.
