Since the beginning of the 21 st century,public health emergencies of various infectious diseases have occurred frequently,which is shocking.Generally speaking,public health emergencies of infectious diseases are limited to one or several areas at the beginning.As the main body of the management of infectious disease public health emergencies in their respective jurisdiction,if the local government can not deal with the infectious disease public health emergencies in their jurisdiction,it will not only threaten the safety of people’s lives and property in their jurisdiction,but also expand the scope of such events.Therefore,it is very important for local governments to improve the ability to deal with public health emergencies caused by infectious diseases.Due to the fact that the rights and responsibilities of local governments at all levels in China are not the same when dealing with public health emergencies of infectious diseases,and the requirements for local governments at different levels are also different,the impact of major and particularly major public health emergencies of infectious diseases is larger,and the leading role of the government needs to be fully played.The Fifth Plenary Session of the 19 th CPC Central Committee proposed to build a resilient city and enhance the risk resistance ability of urban governance,which put forward higher requirements for the response ability of municipal government.Therefore,this paper selects the municipal government as the research object,focusing on its ability to deal with major and above infectious disease public health emergencies.This paper analyzes the achievements and shortcomings of some local governments in coping with major and above infectious disease emergencies,and puts forward suggestions for improving the ability of local governments in coping with major and above infectious disease emergencies.There are four chapters in this paper.The first and second chapters combine the concepts of major and above infectious disease public health emergencies,the ability to deal with emergencies,the theory of stage division,the theory of collaborative governance and other related knowledge,and study the achievements and shortcomings of local governments’ ability to deal with major and above infectious disease public health emergencies.The third and the fourth chapter summarizes a series of countermeasures and suggestions that can adapt to the development and change and can be replicated and promoted to improve the local government’s ability to deal with major and above infectious disease public health emergencies. |
