| Objective:Combined with the research results of health emergency drills at home and abroad,we explored a set of public health double blind emergency drill system for all kinds of infectious diseases,including drills and evaluation system,and perfected in practice.After finish the construction,we can use it to test the plan and train the team better in the future.Methods:The drill script was written through literature research and expert panel discussion in this study.The three level index system was established through improved Delphy Fa.After two rounds of consultation,we use SPSS to analyse the expert coordination level(three indicators of the variation coefficient),after the transformation of the first and second step indicators of the importance mean assignment into the judgment matrix,we calculated the weight of the first and second step indexes by AHP.After calculating the three level index importance mean number corresponding scores by the percentile assignment method,theweight of the three level index is calculated by the proportion distribution method.The weight of each three level index is calculated.After the completion of the construction,double blind exercises was carried out and analyzed the evaluation results,we find the drill team’s problems、deficient in the double blind exercise structure and implementation process,and analysed the problem in the public health emergencies emergency plan and technical.At last,we puts forward suggestions for improvement.Results:A double blind exercise assessment plan based on the background of cholera epidemic and acute mercury poisoning has been constructed by this drill,and has been proved by many experts in our province.The final rehearsal was carried out smoothly,and the goal of double blind rehearsal was achieved.By scoring the evaluation team,evaluating the report and summarizing the seminar,we find the problems existing in the drill team,and then analyze the problems in the emergency plan and the technical plan.From the first level indicators,we can see that the scoring rate of this participating team is higher than 80% in terms of emergency response and material preparation、risk communication and health education、emergency termination and summary report.At the same time,it is reflected that there are many problems in the field investigation,epidemic control and other aspects(the score rate is less than 70%).We also discover the problems of the drill’s control and unexpected responses,and then improve the scheme.After the drill is completed,we use Delphy Fa to build the evaluation system.Finally,we get 4 first level indicators,twenty-six two level indicators and eighty-six three level indicators.After two rounds of expert consultation,the total score of the three level index increased from 4.29(3.99~4.74)to 4.56(4.25~4.80),the CV was from 0.14 to 0.10,indicating that experts’ opinions gradually tended to be consistent.The average score of each index was 4.65(4.18~5.00),the average CV was 0.12(0~ 0.21),and the average score of full score was 71.27%(41.18~100.00%),indicating that content validity was good.The index system reliability: the alpha coefficient of each index is 0.989>0.80,it suggests that the consistency of each index in the four links of double blind rehearsal of sudden events is well.Conclusions:1、Double blind training of infectious diseases has achieved the purpose of drilling in this practice.The team have completed the drill smoothly,but they need to improve in the epidemic control and so on.2、This double blind rehearsal of the infectious disease is the first case in China.The overall process of the exercise is more smooth,the drill team got a good exercise in the double blind assessment,but the details still need to be improved.The current drill is relatively deficient in the assessment of epidemic situation,and the double blind drill was more able to assess the ability of the health emergency team to identify and deal with the epidemic. |
