The sudden outbreak of a major infectious disease is one of the typical public health emergencies.The epidemic caused by the novel coronavirus has had a devastating impact on the economy,society,and people’s lives and properties,and has also had a huge impact on people’s physical and mental and economic lifestyles.Our country adheres to the principle of joint prevention and control,and overall planning of prevention and control,and has adopted rapid,decisive,and scientific prevention and control measures,which have achieved remarkable results.Public health monitoring has always been a very effective tool for preventing and controlling diseases,but it also faces some ethical challenges through systematic sorting,reflection,and discussion of these issues.In theory,how to balance the relationship between individual rights and public health during the implementation of public health monitoring measures in emergency situations;In practice,how can we effectively promote the supervision and improvement of relevant policies,protect the legitimate rights and interests of monitoring participants,and develop scientific and reliable prevention and control measures in practical work? It is precisely through the consideration of the above issues that a comprehensive and systematic study of the ethical issues of public health monitoring will have more theoretical value and practical guidance significance.The research on this issue is divided into five parts:Part 1: introduction.This article introduces the background of the topic selection,the purpose and significance of the research,systematically reviews and reviews the research results at home and abroad,and outlines the research methods and innovations.Part 2: the public health monitoring during sudden major infectious disease outbreaks.The key concepts involved in the study,such as "sudden major infectious disease outbreaks" and "public health monitoring," were defined,and their characteristics and practical exploration of public health monitoring were briefly described.Part 3: the main ethical challenges and attribution of public health monitoring in sudden major infectious disease outbreaks.The main ethical challenges that arise in public health monitoring have been systematically sorted out,including privacy protection,informed consent,public participation,stigmatization,and other ethical issues.Subsequently,the causes of the problem were analyzed from four aspects:ethical disputes between respecting privacy and promoting public health,conflicts between obtaining informed consent and realizing public health interests,conflicts between communitarianism and individualism,and excessive self-identity and irrational self-protection.Part 4: the principles and countermeasures of the ethical problems of public health monitoring in the outbreak of major infectious diseases.Including,on the basis of following the ethical principles such as the principle of utility,respect,mutual assistance,and non harm,further improve privacy protection and data security sharing programs,provide safeguards for data subjects’ rights and interests in informed consent,advocating and promoting the spirit of civic ethics of mutual help and observation,legally popularize scientific knowledge,and strengthen public education and other measures.Part 5: the conclusion.A comprehensive review of the entire study was conducted,combining relevant examples from epidemic prevention,pointing out ethical issues in public health monitoring practices,proposing ethical principles and frameworks that should be followed,and integrating science and humanities in specific practices.
