Objectives: Based on the DEA-Malmquist index evaluation model,a dynamic and static analysis of the nursing human resource efficiency and its changes in a Third-level grade-A traditional Chinese medicine hospital in Guangdong Province from 2014 to 2019 were conducted,in order to provide evidence and suggestions for improving the human resource allocation efficiency of each nursing unit.Methods: By collecting the human resource efficiency data of 22 nursing units in a Third-level grade-A traditional Chinese medicine hospital in Guangdong Province during 2014 to 2019,the DEA model was used to perform a static analysis on the human resource efficiency of nursing units in 2014 and 2019,then the Malmquist index method was used to perform a dynamic analysis on the changes of human resource efficiency from 2014 to 2019.Results:(1)Through the analysis results of the DEA model in this hospital,it was found that in 2014,there were six DEA effective nursing units,the effective rate was27.3% and the average comprehensive technical efficiency was 0.950;in 2019,there were eight DEA effective nursing units,effective rate was 36.4% and the average comprehensive technical efficiency was 0.896.(2)Through the DEA-Malmquist index analysis,it was found that in 2014 to2019,the average growth rate of the nursing human resource efficiency was 2.5% in this hospital,the technical efficiency decreases by 1.3% and the technical progress efficiency increases by 3.8%.(3)Using the DEA-Malmquist index model to analyze the influencing factors of nursing human resource efficiency,it was found that the rise of technical progress index was the main factor that causes the improvement of nursing human resource efficiency,while the decline of comprehensive technical efficiency was the main reason that causes the decrease of human resource efficiency of some nursing units.Conclusions:(1)The nursing human resources efficiency of some units in the hospital are still low,and some nursing units still have problems such as input redundancy or insufficient output,which fail to make the best of their advantages.It is recommended that managers of hospitals should speed up the establishment of a hierarchical management mechanism for human resources,construct a new nurse training system focused on nurses core competence training and gradually shift the emphasis of diagnosis and treatment to difficult and critical cases.In addition,in order to maximize efficiency of nursing,the nursing human resource allocation system should be optimized and adjusted in combination with actual situation,thereby improve the efficiency of nursing human resource allocation and the quality of nursing.(2)The overall nursing efficiency of human resource allocation in each unit of the hospital showed a steady upward trend from 2014 to 2019,and technological progress played a major role in improving the nursing efficiency.Therefore,in order to maintain the normal growth of the nursing human resources efficiency,the management department should pay more attention to the relevant technological progress and technological innovation ability,cultivate innovative clinical nursing talents,and provide driving force for the development and innovation of nursing.
