Since the reform and opening up in 1978,the medical system of Jiangxi Province has undergone many major reforms.The medical service has developed rapidly and the health level of residents has also been improved qualitatively.However,with the progress of society,economic conditions,population characteristics and living environment of Jiangxi Province have changed greatly.Meanwhile,various infectious diseases spread freely with the convenience of transportation.Such a complex environment has brought great challenges to the medical system of Jiangxi Province.As an important part of social security,medical system not only concerns the health of residents,but also has a certain impact on social harmony and stability.Therefore,it is necessary to study the allocation efficiency of medical resources in Jiangxi Province,so as to promote the reform of medical system in Jiangxi Province and further improve the health level of residents in Jiangxi Province.First,the DEA-BCC model was used to estimate the allocation efficiency of medical resources at the provincial and municipal levels in Jiangxi Province from 2012 to 2021.The results showed that on the whole,the allocation efficiency of medical resources in Jiangxi Province was high,but the efficiency value of some cities was low,indicating the unreasonable allocation of medical resources.The comprehensive technical efficiency is decomposed into pure technical efficiency and scale efficiency.It is found that the small scale of medical resources leads to the low allocation efficiency of medical resources in some cities.Due to the efficiency value measured by DEABCC model,there will be multiple decision units to achieve DEA efficiency at the same time,resulting in unreasonable sorting.The super efficiency DEA model is introduced for analysis,and the complete sorting of all decision units at provincial and municipal levels is realized.Considering that DEA-BCC model and super efficiency model are subjective in weight selection,cross efficiency DEA model is introduced to make evaluation results more objective.Secondly,in order to clarify the correlation between each indicator and the efficiency of medical resource allocation,the super-efficiency value was taken as the reference sequence,and the number of medical institutions,the number of medical staff,the number of beds,the number of diagnosis and treatment,the utilization rate of beds,and the number of health examinations were taken as the comparison sequence.The correlation degree between each indicator and the super-efficiency value was calculated by grey correlation analysis method.Thirdly,the efficiency of medical resource allocation is not only restricted by internal factors of the medical system,but also affected by macro-level factors.Therefore,a total of 7 indicators were selected from the three levels of economy,system and society,and the Tobit model was used to analyze the impact of these 7 indicators on the efficiency of medical resource allocation in Jiangxi Province.It was found that per capita GDP and urbanization level had a positive impact,while financial selfsufficiency rate,fiscal expenditure decentralization,aging degree and natural population growth rate had a negative impact.Population density had no effect on the efficiency of medical resource allocation.Finally,according to the results obtained from several models,the paper summarizes and puts forward relevant policy suggestions in order to improve the efficiency of medical resource allocation in Jiangxi Province.In short,the DEA-BCC model,super efficiency DEA model,cross efficiency DEA model and grey correlation analysis method were used to achieve a better evaluation of the allocation efficiency of medical resources in Jiangxi Province.The Tobit regression model was used to analyze the influence of each index on the allocation efficiency of medical resources in Jiangxi Province from the macro level.The results of efficiency evaluation are more comprehensive and fair,and provide a good reference for decision makers in the allocation of medical resources,which is conducive to promoting the reform of the medical system in Jiangxi Province. |
