Research On The Management And Control Mechanism Of Scientific Research Projects In Affiliated Hospitals Of Colleges And Universities

In recent years,China’s investment in scientific research and development has gradually increased.According to statistics,China’s research and experimental development expenditure in 2020 totaled 2442.6 billion yuan,a year-on-year increase of 10.3%.With the increase of scientific research investment,China’s requirements for scientific research quality management are constantly improving.During the 13 th Five Year Plan period,the State Council has issued a number of policy opinions to further promote the "release,management and service" of scientific research management of government departments.On the one hand,we should strengthen the quality orientation of scientific research management,on the other hand,we should gradually increase the process management power of project undertaking units for scientific research projects It puts forward new requirements for the scientific research management level of relevant units.As an important part of China’s vertical scientific research project undertaking units,universities and hospitals still have some problems in the current scientific research project management,such as "paying more attention to application than to process",and imperfect management and control system.In the existing research,suggestions for strengthening the management of scientific research projects are common,but the analysis of the impact mechanism of relevant control measures on the quality of scientific research project management is insufficient,and the guidance for relevant units to further improve the level of scientific research management according to their own management status is insufficient.Therefore,this paper is committed to analyze the management and control mechanism in different stages of scientific research project management process,and study the scientific research management focus of basic research and applied research.The research method used in this paper is case study method,and the Affiliated Hospital of university is selected as the case study object.Firstly,based on the management control system theory and contingency theory,this paper sorts out the existing research literature,divides the scientific research project management control system into three stages: input,process and output,and analyzes the control role of management control measures in different stages,as well as the control role of different types of scientific research project management.Through the field investigation and questionnaire of the case hospital,the basic information of the case hospital’s scientific research management system,management system,management process and implementation effect was obtained.The control mechanism of the case hospital’s scientific research project management control system was analyzed.It was found that the management measures should play an important role in the organization work,resource allocation and department management in the stage of scientific research project investment of University Affiliated Hospital.In the process stage,we should play the monitoring role of project progress supervision and scientific research funds management,as well as the supporting role of good communication and coordination mechanism and external technical and academic exchanges.In the output stage,we should play the monitoring role of output achievement acceptance,scientific research performance evaluation and evaluation results application,in which the supporting mechanism is helpful to the development of scientific research Monitoring mechanism refers to the mechanism that helps activities develop towards control objectives,such as monitoring and evaluating employees’ efforts and behaviors.At the same time,based on the questionnaire survey,this paper collected the evaluation of the implementation effect of the control factors in each stage of the project by the person in charge of the scientific research project of X hospital,and the links that need to be improved in the implementation process of scientific research management.This paper believes that X hospital can further strengthen the incentive measures for scientific researchers,optimize the basic research atmosphere in the hospital,establish the communication and coordination mechanism between the project department and functional departments,and establish the innovation management system New contribution,quality oriented scientific research performance evaluation system and other means to improve its scientific research project management level.At the same time,based on the investigation and research of this paper,it also provides some experience and enlightenment for other project undertaking units to improve the level of scientific research project management.
