With the increasing living standards,the needs of the people no longer only meet the basic needs of life,and gradually begin to transform to the needs of education.Since the founding of New China,our country's off-campus training institutions have gone through a process of initiation,development,and gradual regulation.After the industrialization of education,a large number of out-of-school education and training institutions developed rapidly.With the deepening of education modernization,the requirements for talents in building a well-off society in an all-round way are increasing,and education issues have attracted more and more attention from the public.On the one hand,due to the time constraints of school education and the solidification of teaching models,it is not enough to satisfy the growing desire of talents for knowledge.On the other hand,with the deepening of urbanization,many parents in rural families go out to work and are helpless with their children's education problems.Parents hope that organizations other than schools can play the role of parents and help their children learn.This is an extracurricular education and training.The emergence of institutions provides a huge market.As educational and training institutions outside primary and secondary schools are developing rapidly,problems are also emerging one after another.To this end,the government should always be vigilant,set up special departments to strictly rectify them,and explore a regulatory model with Chinese characteristics.With the emergence of a large number of out-of-school education and training institutions in rural areas,there are endless problems in the out-of-school training market in rural areas.Some off-campus training institutions have a series of problems such as scoring the ball,false propaganda,arbitrary fees,uneven teacher quality,and difficulty in guaranteeing student safety.The government urgently needs to take corresponding measures to supervise them.In recent years,the Z county government has continuously explored regulatory measures to manage these institutions,such as strict examination and approval of entry status,regular and irregular inspections,etc.Although the government has taken measures against rural training institutions and has achieved remarkable results,it has not yet formed a complete supervision.The system still has a series of problems that need to be solved urgently.For example,some regulatory systems such as the access approval of off-campus training institutions do not keep pace with the times;issues such as separation of approval and management,blurred regulatory boundaries,lack of regulatory functions,and lack of innovation in regulatory forms.First,the government needs to strengthen its own supervision,optimize government functions,and create a service-oriented government;guide industry associations to self-discipline and regulate the behavior of off-campus training institutions.Encourage social participation and strengthen joint supervision by society.This paper adopts the theory of government supervision and the theory of comprehensive and harmonious development of education,using literature analysis method,case analysis method and questionnaire survey method to analyze the supervision of the county government over the supervision of rural out-of-school education and training institutions,analyze the problems of government supervision,and explore Further improve the government's measures to supervise training institutions outside of rural primary and secondary schools,improve the efficiency of government services,and promote educational equity.
