The secondary distribution of refined oil for buses is the process of distributing refined oil from oil depot to end users of each bus yard or bus gas station. As a key determinant of logistics support operation efficiency of K city public transport company, the secondary distribution of refined oil is the most effective, direct and fastest link for K city public transport company to reduce costs and increase efficiency in logistics of oil transportation. However,in the process of secondary distribution of refined oil,the formulation and implementation of the scheme for bus mainly depends on practice and personal experience of managers. The distribution method is lack of scientific verification, resulting in a high unreasonable part of the secondary distribution cost of refined oil and the cost related to distribution. From the perspective of the refined oil distribution enterprises, this paper analyzes current situation and difficulties of the secondary distribution of refined oil for buses in the main urban area of K City, and summarizes the problems existing in the secondary distribution of refined oil, such as unscientific management, low vehicle loading rate, unreasonable distribution route and so on.According to the location distribution of oil depots around K City, bus yards in the main urban area, the demand for refined oil in each bus yard, and the load of transport vehicles and the working hours of drivers, this paper adds constraints such as refined oil procurement and service time window based on the classical vehicle routing optimization model and the actual situation of public transport enterprises in K city.Taking the shortest total distribution mileage and the least number of distribution vehicles as the optimization objective,a secondary distribution path optimization model of refined oil with multiple oil depots and single vehicle is established. In this paper, the idea of two-level programming model is used to solve the model. The upper level model uses the demand point clustering method to group each bus yard and designate an oil depot for refined oil distribution service respectively. The lower level model uses simulated annealing algorithm to optimize the distribution path of each oil depot. Finally, through the comparative analysis of the distribution data before and after the model optimization,it can be seen that the model can optimize the secondary distribution path of bus refined oil in the main urban area of K City, reduce the number of distribution vehicles, improve the loading rate of distribution vehicles, and effectively reduce the secondary distribution cost of refined oil on the premise of meeting the responsiveness of bus refined oil demand in order to achieve the purpose of reducing cost and increasing efficiency. At the same time, the research of this paper can also provide reference for other refined oil distribution enterprises to optimize the distribution path.
