Study On Predicament And Countermeasures Of Local Ecological Environment Law Enforcement

In recent years,our state pays more and more attention to ecological environment protection,and the domestic ecological environmental protection has made great progress,however,ecological damage and environmental pollution remain serious problems,and the situation for environmental protection remains grim.As an implementation path of ecological environmental protection,the law enforcement of ecological environment plays a decisive role in realizing the goal of improving ecological environment quality.How to improve the efficiency of ecological and environmental law enforcement is important to the progress of the overall goal of ecological and environmental protection.Puyang City takes the petroleum and chemical industry as its economic pillar,it locates in the border of Shandong and Henan and Hebei provinces,and it is one of the "2+26" cities belonging to Beijing-Tianjin-Hebei atmospheric pollution transport channel,the Yellow River flows from it to Shandong province,so that Puyang City plays a vital role in the ecological environment protection in the plains of northern China,also it bears a complex difficult task.Once the pollution control work and the ecological construction of Puyang City becomes passive,it will affects the realization of the environmental protection goals of the whole Henan province and even the whole Beijing-Tianjin-Hebei region and its surrounding areas.In recent years,Puyang City’s environmental pollution prevention and control work has made great progress,and its environmental quality has improved a lot,but there is still a certain gap from the distance of the requirement of Xi Jinping ecological civilization thought,and each task is difficult,what’s worse,there are a lot of pressure and challenges for it to meet the people’s growing demand for a better ecological environment.This paper takes Puyang City’s ecological environment law enforcement as the research object,through summarizing its development status and internal and external factors,and analyzing its main problems and the causes to put forward corresponding countermeasures and suggestions on the basis of learning from advanced environmental law enforcement at home and abroad.From 2019 to 2021,Puyang City’s ecological environment improves increasingly,its ecological environment departments and law enforcement agencies have completed vertical management reform basically,but the current environmental situation is still grim,there are some outstanding problems of environmental law enforcement work and the main body in ecological environment law enforcement intervention,such as crossing-regional coordination,lacking of law enforcement ability,etc.After analyzing the causes of the problems,this paper finally takes some suggestions to solve the current problems of Puyang City’s environmental law enforcement,such as improving the law enforcement oversight system,improving the government performance appraisal mechanism,strengthening the ability of environmental protection law enforcement team etc.This paper hopes that it can provides effective reference for Puyang City and other areas how to improve the law enforcement efficiency of ecological environment.
