Research On Collaborative Governance And Ecological Compensation Mechanism Of The Yellow River Basin Based On Evolutionary Gam

The Yellow River is the second longest river in China,and it is also an important ecological barrier and economic zone in China.In recent years,with the rapid development of economy and the rough use of water resources,ecological problems in the Yellow River basin have become increasingly prominent,and it is urgent for relevant departments to take appropriate measures to solve them.Nowadays,ecological protection and high-quality development in the Yellow River Basin have become an important national strategy,which highlights the importance and urgency of ecological protection and environmental governance in the Yellow River Basin.Based on the current situation of ecological governance in the Yellow River Basin,this paper first discusses the possibility of joint participation of upstream and downstream governments in governance from the macro level,and constructs an evolutionary game model of both sides by introducing relevant parameters.It is found that both upstream and downstream are inclined to choose not to actively implement ecological governance strategy under current social conditions.The conclusion verifies the slow progress of ecological environment governance in the Yellow River Basin and points out the main problems of ecological protection at present.To solve this problem,this paper considers the introduction of the central government reward and punishment mechanism,so that the two sides of the game evolve towards the ideal state,and discusses the influence of the change of reward and punishment parameters on the game results,and verifies by simulation analysis.Then,the paper discusses the strategy selection and influencing factors of local government,enterprises and people in practical governance from the micro level,and establishes a three-party evolutionary game model by introducing relevant parameters.It is found that whether local governments carry out active publicity and supervision has a great influence on the choice of enterprises and people.Therefore,once local governments perform their corresponding responsibilities and formulate reasonable environmental protection system,enterprises and people will be more enthusiastic about environmental protection.For enterprises,whether they choose to strictly implement environmental protection policies mainly depends on their own interests.A strictly regulated market environment can promote enterprises to control pollution and reduce pollution.Finally,from the whole point of view,in addition to formulating relevant policies,considering the effect of economic regulation on ecological protection,highlighting the importance of establishing ecological compensation mechanism,and using relevant methods to set up the Yellow River basin ecological compensation accounting model.Taking Gansu Province as an example,specific ecological compensation amount accounting is carried out,and combined with the results of game and amount accounting,relevant countermeasures and suggestions are put forward in order to promote the realization of high-quality development of the Yellow River Basin.
