| The technology of waste incineration power generation in my country is in its infancy,and related projects have not been developed for a long time.The promotion of the PPP model still needs to solve a series of technical problems.In the actual application process,there are also many problems that need to be overcome.First of all,the use of the PPP model cannot solve all the problems of all projects.Because this model will extend the concession period,the uncertainty of the project will increase,and the large number of participants will further magnify the risk.Secondly,the current waste incineration industry lacks a clear understanding application of PPP,and a corresponding risk management system has not been established,which cannot provide technical support for risk management.This has caused too low efficiency in risk management,and waste-to-energy projects cannot achieve the expected results.It can be seen that the identification of risks at each stage of the waste incineration power generation project and the establishment of the corresponding risk management and control system determine the success or failure of the operation of the entire project,and it is also a key issue that must be resolved in the promotion of the PPP model.From the standpoint of the project company,this article uses a combination of qualitative and quantitative methods to explore the use of PPP models in waste incineration power generation projects for corresponding risk identification and establishment of risk systems,the existing practice and theoretical results are combined,and a comprehensive risk assessment model is constructed,and from the macro-level political,economic,management and technical perspectives.In order to further confirm the research conclusions of this article,the author chose the WT waste incineration power generation project as the empirical research object,constructing its corresponding risk management system,scientifically demonstrating the practicality of the system,and then on this basis the entire project.Various risks in the link were discussed in detail,and some tips were put forward.Through the establishment of a risk response mechanism and a scientific risk management system to help managers better determine the risk level,strengthen daily risk supervision,so as to ensure that the risks of waste incineration power generation projects are controlled within a controllable range. |
