Maritime transport is the artery of port economic development,merchant ships and fishing vessels are the main groups of sea(water)emergencies,In recent years in some important ports in China,merchant ships and fishing vessels collision accidents occur frequently,fishing activities crowding navigation resources and other major issues affecting the water safety of coastal ports.And at this stage,maritime emergency management is still an emergency mode mainly based on maritime search and rescue,which "emphasizes response and belittles risk".How to reduce the occurrence of emergencies,eliminate hidden dangers from the source,minimize the negative impact of emergencies,and how to shift the gate of emergency management from emergency response to emergency prevention and necessary preparation? This is an important research direction for governments and academics.In order to focus on the source risk,this paper conducts a comprehensive research and analysis by combining the case background with the data analysis of maritime emergencies.Taking Qinzhou port as an example,firstly,we summarize the characteristics and governance model of maritime risks in this port,and explain the influencing factors and prevention and warning model of emergencies.Secondly,in order to avoid the governance object to be vague and targeted,this paper analyzes the data from three dimensions of season,water and type for the emergencies occurred in this port in recent years,and presents the risk problems objectively.Again,a comprehensive analysis of the outstanding risk problems is conducted to discover the potential risks and the loopholes of the governance model through the analysis of the causes of governance failure.Finally,it is combined with collaborative governance theory to explore the path of source maritime security governance,which provides a reference basis for maritime security managers on governance concept,governance mode and resource allocation,and has strong theoretical and practical significance.Based on the above research findings,the following conclusions are drawn: First,fishing-related emergencies are the most important type of emergencies in the port,and the fishermen group is the main object of concern.Second,the high incidence of dangerous accidents season coincides with the fishing season,fishermen’s risk awareness needs to be improved;the high correlation value of the waters coincides with the risk characteristics of the waterway,revealing the inherent contradictions caused by the unreasonable planning of the waters of Qinzhou Port and the disorderly expansion of fishery farming.Third,the port’s maritime emergency management system is guided by the response to maritime emergencies,with a preference for end-to-end management,while the front-end control is seriously fragmented,resources are scattered,and effective participation of civil society is lacking.Fourth,the path of common governance of maritime security: risk prevention and control under collaborative governance,including:Shifting from risk response to risk prevention,forming a multi-dimensional safety net,and improving the cooperation system of multiple subjects to promote collective action;improve the construction of collaborative platforms,to play a supporting role of the government in source governance;sink the center of gravity of risk prevention and control,to enhance the effectiveness of emergency prevention. |
