China’s economy has changed to a new stage of high-quality development.At this stage,the concept of green new development has become one of the main themes.As the main place of China’s economic and social activities,the development of cities has a profound impact on the process of China’s urbanization and modernization,and is also related to the development of the green development pattern of economy and society.Urban land is an indispensable material resource and space carrier for human production and life,and the basis of economic and society.Therefore,the use of Urban land is the direct implementation of the national economic and social structure on urban land.It reflects different social development processes,industrial structure and ecosystem status.It also plays a role in guiding the flow and allocation of various factor resources such as population,capital and technology.Therefore,urban land is indispensable in the process of promoting urban green development.It is of great necessity to promote the implement,that is,promoting the green use of urban land and improving the green use efficiency of urban land is also the meaning of promoting urban green development.In the development process of cities in the Chengdu-Chongqing Economic Circle,there are problems such as the continuous expansion of urban land scale,low utilization efficiency and environmental pollution.The level of green utilization efficiency of urban land is not high,the difference is large,and there are also resistance factors.Therefore,it is necessary to conduct in-depth measurement,analysis and research to explore the direction and path of improving urban land green use efficiency of this area.However,at present,for the urban land green use efficiency,the evaluation index system and method of measurement in academic circles are not unified,and there are few documents to measure and study it of the Chengdu-Chongqing Economic Circle.Therefore,in order to promote the research,this paper is consist of the following aspects: First,based on the further definition of urban land green use efficiency,based on the existing research,Construct the evaluation index system;Second,the Chengdu-Chongqing Economic Circle is selected as the research area,the super efficiency SBM undesirable model and GML index are used to measure the green use efficiency of urban land,and the regional differences and time evolution characteristics of efficiency values are analyzed to identify the problem of green use efficiency of urban land in the region;Third,explore the influencing factors and processes of urban land green use efficiency in the area and build a panel fixed effect model for empirical analysis;Fourth,this paper puts forward policy suggestions to improve the green land use efficiency of this area and cities in different regions according to the previous research.The main conclusions are as follows:(1)Although the expansion speed of the Chengdu-Chongqing Economic Circle has slowed down in recent years,there is a trend of continuous expansion of the scale,and the level of green land use efficiency in most cities is not high,the growth is weak or even blocked that it needs to improve.(2)From the static difference,the average value of land green use efficiency of only six cities in the region was in the super efficiency state from 2003 to 2019,and there was the problem of "two cities dominating",that is,except for the core cities,the regional central cities and regional cluster cities were in the low efficiency or inefficiency state in most years;From the perspective of dynamic differences,there are great differences of different cities in the Economic Circle,but the trend of variation coefficient shows that the differences among cities show a narrowing trend,and the overall efficiency growth has a weak trend to the better;(3)From the perspective of the trend,the efficiency showed an overall growth from 2003 to 2019,which was contributed by technological progress,and technological efficiency did not play a promoting role;However,the efficiency value shows a downward trend in about half of the time,and has recently been "double inhibited" by technical efficiency and technological progress;(4)From the time evolution trend of different regions,it also presents the situation of "two cities dominate",and the efficiency value of seven cities shows a downward trend,which is mainly restrained by technological progress;The efficiency growth rate of core cities is relatively large and the growth state is relatively stable,but the overall technical efficiency is low,and the role of promoting technological progress is gradually weakened;The efficiency growth of regional central cities is obviously restrained by technical efficiency,and the promotion of technological progress is weak;The efficiency growth of regional cluster cities is obviously restrained by technological progress;(5)The core influencing factors of urban land green use efficiency in the Chengdu-Chongqing Economic Circle are the advanced level of industrial structure,the strength of scientific and technological support,and the intensity of environmental regulation.While the impact of urbanization and opening are obviously negative.(6)According to the measurement,analysis and empirical research conclusions of urban land green use efficiency,some suggestions will be put forward to improve the bad situation,including strengthening the design of land and space green development and utilization,realizing the linkage of green development,improving the resource utilization efficiency,the green transformation and upgrading of economy,the quality of urbanization,strengthening support for scientific and technological innovation,strengthening environmental pollution control,and improving the level and quality of opening.
