Promoting green innovative development is a powerful measure to solve the problems of environmental pollution,ecological damage and resource depletion in the current process of China’s economic and social development and to build a socialist and beautiful China.The Fifth Plenary Session of the 18th CPC Central Committee put forward the five major development concepts of innovation,coordination,green,openness and sharing,highlighting the important position of innovative development in China’s economic development;The 19th National Congress of the Communist Party of China once again emphasized that innovation is the primary driving force for development,and innovation plays a pivotal role in promoting the high-quality development of China’s economy;In October 2022,the 20th report of the Party once again highlighted that the promotion of green development is closely related to the natural living environment of human beings.This provides policy support and a path to follow for China’s economic development to transform into green innovation,and in the process of China’s economic and social development,it is necessary to remember and practice the concept that green water and green mountains are golden mountains and silver mountains,and combine economic benefits and environmental benefits to achieve sustainable development in economic,social and environmental aspects.In 2020,the Political Bureau of the CPC Central Committee reviewed the"Outline of the Construction Plan of the Chengdu-Chongqing Twin Cities Economic Circle",pointing out that in the context of the unprecedented changes in a century,it is necessary to focus on helping the economic development of the Chengdu-Chongqing Twin Cities to a new level,and the Chengdu-Chongqing area,as the high point of economic and social development in southwest China,is conducive to creating new advantages in inland and international competition,and can also inject new impetus into China’s construction of a new development pattern of"dual circulation".Chengdu and Chongqing are located in the upper reaches of the Yangtze River,connected by mountains and rivers,humanistic and economic,and all their economic and social activities will affect the ecological environment security of the middle and lower reaches of the Yangtze River to a certain extent,and the ecological environment in the middle and lower reaches of the Yangtze River greatly affects China’s ecological security.It can be seen that the development of Chengdu-Chongqing region should not only pay attention to economic benefits,but also combine economic benefits with environmental benefits,which is also an inevitable requirement for China to promote high-quality economic development under the background of the five major development concepts.Following the idea of combining theory with empirical evidence,this thesis first analyzes the current situation of the development conditions of green innovation efficiency in the Chengdu-Chongqing Twin Cities Economic Circle from the trend of time and space.Then,according to the"Planning Outline of Chengdu-Chongqing Twin Cities Economic Circle",16 cities,including Chongqing and Chengdu,were selected as research objects,and the development status of green innovation efficiency in the Chengdu-Chongqing Twin Cities Economic Circle from 2011 to 2020 under the conditions of including undesired outputs and without undesired outputs was calculated based on the ultra-efficient DEA-SBM model by constructing a green innovation efficiency index system.Then,taking SO2 concentration as the explanatory variable,green innovation efficiency as the core explanatory variable,and socio-economic factors such as transportation accessibility(TRA),opening to the outside world(OPEN),economic development level(ECO),informatization level(INF),urban culture level(CLT)and natural factors such as temperature(TEM)and annual precipitation(PRE)as the control variables,a panel econometric model was established to analyze the direct impact of regional green innovation efficiency on urban environmental quality.A mediating effect model with industrial structure(INS)as the mediating variable was constructed to illustrate the internal mechanism of green innovation efficiency affecting environmental quality in the Chengdu-Chongqing Shuangcheng Economic Circle.The results show that:(1)from the perspective of overall spatial layout,under the two index systems of including expected output and excluding non-expected output,the green innovation efficiency of the Chengdu-Chongqing Shuangcheng Economic Circle is highly consistent in spatial distribution,and the green innovation efficiency in the east and west regions is significantly higher than that in the middle region in the east-west direction,showing a spatial distribution pattern from west to east and the green innovation efficiency in the eastern region is also significantly higher than that in the western region.In the north-south direction,the green innovation efficiency in the north region is slightly higher than that in the southern region,and there is no significant regional difference.In addition,according to the slope of the transition of the trend plane in different directions,the east-west direction is steeper,which shows that the differentiation characteristics of green innovation efficiency in the north-south direction of the Chengdu-Chongqing Shuangcheng Economic Circle are more obvious and strong than those in the east-west direction and east-west direction.(2)From the perspective of time evolution,from 2011to 2020,the green innovation efficiency of the Chengdu-Chongqing Shuangcheng Economic Circle improved in both cases of including and not including undesired outputs,but it was still in a low-efficiency state,indicating that the green innovation efficiency of the Shuangcheng Economic Circle in Chengdu-Chongqing Area still has great development potential.In addition,during the study period,the green innovation efficiency of Chongqing,Chengdu and Northeast Sichuan has been in a high position,and the green innovation efficiency value has always been higher than the overall efficiency value of the Chengdu-Chongqing Shuangcheng Economic Circle,indicating that the green innovation efficiency in these regions has a good development trend.The green innovation efficiency of the plain area and the southern Sichuan area is lower than the overall efficiency value of the Chengdu-Chongqing Shuangcheng Economic Circle,which means that these two regions need to further improve their green innovation efficiency to improve the overall green innovation efficiency of the Chengdu-Chongqing Shuangcheng Economic Circle.(3)The fixed panel regression model established by sampling the panel data of 16 cities in the Shuangcheng Economic Circle in Chengdu-Chongqing area shows that the green innovation efficiency has a negative impact on the SO2 concentration,that is,the higher the green innovation efficiency,the lower the SO2concentration in the urban air,and the lower the SO2 concentration in the air means that the air quality has been improved to a certain extent,indicating that the green innovation efficiency has a significant positive direct effect on improving the regional environmental quality.The results of the intermediary effect show that the efficiency of green innovation not only has a direct effect on improving environmental quality,but also has a positive indirect effect on improving regional environmental quality by promoting the optimization and upgrading of industrial structure.In addition,socio-economic factors such as economic development level,opening up to the outside world,urban cultural level,and information level also have different degrees of impact on urban air quality.Among the natural factors,natural factors such as temperature and annual precipitation have a negative impact on urban air quality.Finally,according to the previous research and analysis,in order to promote the coordinated development of the economy,society and environment of the Chengdu-Chongqing Twin Cities Economic Circle and accelerate the sustainable development of the environment,this thesis puts forward the following corresponding countermeasures and suggestions according to the actual development of the Chengdu-Chongqing Twin Cities Economic Circle:strengthen innovation investment support and create a good environment for innovation and development;Strengthen the publicity of green concepts and establish and improve the participation system of the whole people;Accelerate the optimization of the industrial structure and promote high-quality economic development.
