Energy and environmental issues have become the focus and hot issues in the process of industrialization in China.At present,the realistic pressure of China’s energy conservation and emission reduction is extremely arduous,which is mainly reflected in the accelerated rise of energy consumption demand,the increasingly acute contradiction between supply and demand,the low efficiency of energy utilization,a large amount of energy waste,the unreasonable energy consumption structure,the serious environmental pollution caused by the consumption of fossil energy dominated by coal,the unreasonable industrial structure,and the rapid development of industry exacerbated economic development The contradiction between energy and environment.Energy conservation and emission reduction has become an inevitable measure to solve these problems.It is also the most effective means to alleviate the pressure on China’s resources and environment,optimize the industrial structure and deal with global climate change.Based on the central issue of industrial energy conservation and emission reduction efficiency,this thesis attempts to make a comprehensive and systematic analysis of Henan Province in the Central Plains region with heavy industrial pollution from a macro perspective,combined with the theoretical knowledge of green and low-carbon development theory,energy economy environment(3e)theory and so on,Incorporate the unexpected output(pollutants)into the super efficiency SBM(slack based measure)and Malmquist Luenberger productivity index models,calculate the energy conservation and emission reduction efficiency of 18 prefecture level cities in Henan Province from 2010 to 2018,explain the difference in energy conservation and emission reduction efficiency by using modern measurement methods,and seek the influence mechanism of many factors behind energy conservation and emission reduction efficiency,The energy-saving potential and emission reduction potential of cities in Henan Province are obtained,which provides a scientific basis for the practice of energy-saving and emission reduction.The biggest difference between this thesis and the existing literature on energy conservation and emission reduction is that it does not simply introduce the previous experience of energy conservation and emission reduction,but deeply analyzes the efficiency measurement and influencing factors of industrial energy conservation and emission reduction,and puts forward corresponding policy suggestions.Firstly,the third chapter reviews the current situation of energy and environment in the process of China’s industrialization and the evolution of energy conservation and emission reduction policies,so as to express the urgency and necessity of industrial energy conservation and emission reduction in Henan,a major province in the Central Plains.The fourth chapter analyzes the effect of energy conservation and emission reduction in Henan Province with the help of the super efficiency SBM(slack based measure)and Malmquist Luenberger productivity index model developed by the general DEA model.The results show that the overall efficiency of energy conservation and emission reduction in Henan Province is not high,and the regional differences are large.In terms of time stage,the efficiency value of all cities in Henan Province has climbed significantly since the 13 th five year plan;From the regional point of view,the efficiency value gradually decreases from north to south,especially in Zhumadian City,Nanyang city and Xinyang City in southern Henan Province;By further analyzing the potential of energy conservation and emission reduction,it is found that the overall emission reduction potential of Henan Province is greater than that of energy conservation,which can strengthen the emission control of pollutants from industrial enterprises.The purpose of the fifth chapter is to explore the important factors that promote the efficiency of industrial energy conservation and emission reduction in Henan,introduce relevant internal and external influencing factor indicators,and carry out regression analysis with the help of Tobit model.The results show that the correlation between energy structure and industrial scale for the efficiency of energy conservation and emission reduction in the three regions is the same,which is negatively correlated;Although environmental regulation shows positive correlation,it does not significantly improve the efficiency of industrial energy conservation and emission reduction in Henan Province;The improvement of economic development level will inhibit the efficiency of industrial energy conservation and emission reduction in Northern Henan,and promote the central and southern Henan.Finally,based on the above data analysis results,the sixth chapter further summarizes the current situation and existing problems of energy conservation and emission reduction in Henan Province from a regional perspective,and gives the corresponding policy suggestions.
