| The proposal of ecological civilization construction means that China's economic development is no longer simply focused on the pursuit of economic growth rate,but rised to the pursuit of economic growth quality.In other words,it requires efforts to achieve the dialectical unity of economic growth and environmental protection in the process of economic growth.The 19 th national congress of the communist party of China(CPC)clearly pointed out that accelerating the reform of the ecological civilization system and building a beautiful China remain the driving forces for development.Facing the situation of resource contraction and environmental pollution becoming more and more serious in our country,we must take measures to control the consumption of energy and the discharge of pollution.We should be good at using advanced technology,improving the contradiction between economic development and environmental pollution to the greatest extent.At present,the introduction and application of environmental regulation policies have a great impact on the efficiency of energy conservation and emission reduction,but different types of environmental regulation policies have great differences in applicability,so how to choose targeted measures has become the focus of current consideration and research.This paper explores how to better adapt to the new normal of economic development,realizing the harmonious development of economy and environment,and puts forward reasonable policy suggestions for how to rapidly and continuously improve the efficiency of energy conservation and emission reduction.In this paper,super efficiency DEA model was used to calculate and evaluate the energy conservation and emission reduction efficiency of 30 provinces in China from 2003 to 2016.Selecting the relevant indicators in the industrial filed as the representative.In the process of building the index system,the process is divided into two major links: input and output.In terms of production input,the basic impact indexes represented by labor,capital and energy input are removed,the environmental pollution index is included in the model.Selecting five typical environmental pollutant discharge conditions in the industrial field were synthesized to represent the overall level of environmental pollution.At the same time,using industrial pollution treatment completion rate on behalf of the regional investment environment regulation strength,using the quantile regression method for energy conservation and emission reduction effect of environmental regulation.Finally,the corresponding conclusion is drawn.At the same time,the types of environmental regulation policies are divided into command,market incentives,and the public participated control tool,discussing the functionmode of all kinds of tools and draw relevant conclusion.The main conclusions of this paper are as follows :(1)On the whole,environmental regulation policies have a positive impact on energy saving and emission reduction efficiency,but it is closely related to the regional energy saving and emission reduction efficiency.Generally speaking,the regional energy saving and emission reduction efficiency is high,and the corresponding environmental regulation effect is relatively significant,while the opposite is not significant.(2)In regions with high efficiency of energy conservation and emission reduction,it is easy to implement environmental control measures represented by market incentive control tools,while in regions with relatively backward economic development level and low efficiency of energy conservation and emission reduction,it is suitable to adopt command control tools.To make policy to achieve the ideal effect,the government needs to integrated the actual situation of the region and coordinate with the relationship of the market to promote enterprises to set up the consciousness of environmental protection,ultimately achieving the level of economic development of the whole society to jointly promote energy conservation and emissions reduction. |
