Since the reform and opening up,China’s economy has developed rapidly,but at the same time,there are serious resource consumption and environmental pollution problems,so that China has paid a huge ecological price.Therefore,strengthening the protection of ecological environment has become an important task at present.Ecological welfare performance responds to China’s strategic policy of ecological civilization construction and protection of ecological dividend,so the study of ecological welfare performance is helpful to better understand the current ecological problems in China,promote green economic and social development,and achieve the fundamental goal of sustainable development.Based on the above background,this paper uses the relevant statistical data of 30 provinces,municipalities and autonomous regions in China to measure the level of ecological welfare performance in China,discuss the temporal and spatial characteristics of ecological welfare performance in China,and analyze the influencing factors of ecological welfare performance in China.This paper first summarizes previous studies on ecological welfare performance and related theories and methods of ecological welfare performance.Based on the previous research results,the input-output index system was constructed,the dimension of the index was reduced by using global principal component analysis method,and the ecological welfare performance of different regions in China was measured by using super-Minds model.The temporal and spatial characteristics of the ecological welfare performance were studied,and the redundancy degree of each ecological welfare performance index was quantitatively analyzed.Finally,the spatial panel model is used to analyze the influencing factors of ecological welfare performance in China.The results showed that:(1)The overall ecological welfare performance in China showed a downward trend,with the largest decline in 2016.The variation trend of ecological welfare performance in provinces,cities and autonomous regions was divided into four types: rising,falling,rising and falling,and stable.(2)The ecological welfare performance of provinces,cities and autonomous regions can be divided into four types:ultra-high level,high level,medium level and low level,and has strong spatial correlation,which is manifested as high-high cluster,high-low cluster and low-low cluster.(3)Various indicators of ecological welfare performance have different degrees of redundancy and insufficiency,and show a significant decline.All inefficient provinces,cities and autonomous regions have redundancies in land resource consumption and environmental pollution discharge.Xinjiang and Qinghai have the largest redundancies in water resource consumption,Inner Mongolia and Shaanxi have the largest redundancies in energy consumption,and Gansu and Guizhou lack economic welfare and social welfare.(4)Energy efficiency,technological progress and foreign direct investment can promote the improvement of ecological welfare performance,while industrial structure,environmental regulation and per capita GDP have a restraining effect on the improvement of ecological welfare performance.Based on the above conclusions,in order to improve China’s ecological welfare performance,promote the construction of ecological civilization,and achieve sustainable economic and social development,this paper puts forward some policy suggestions:provinces,cities and autonomous regions should accelerate the transformation of industrial structure and technological upgrading,and develop green industry;Optimize environmental regulation policies,such as levying dynamic environmental protection tax and increasing dynamic subsidy rate,to mitigate the adverse impact of early policy implementation on ecological welfare performance;Promoting regional coordinated development of ecological welfare performance;Improve the utilization rate of water and land resources.
