| Environmental policy is the general policy of a country to protect the environment,which is directly related to the environmental legislation and environmental management of that country,and also directly related to the overall environmental condition of that country.The current environmental problems in China are becoming more and more serious,not only seriously affecting the physical and mental health of the residents,but it is also one of the important issues affecting the development of China and the world.With the continuous development of environmental protection and the evolution of environmental policies,China has gradually formed the existing environmental policy system and initially achieved certain effectiveness in environmental pollution management.Previous studies on the effects of environmental policies have mostly been conducted on macroeconomics,but few studies have been conducted on micro subjects.Therefore,this paper intends to conduct a study on the effect of environmental policies on micro-entities from the perspective of micro-entities.The main research contents of this paper are as follows.Firstly,the relevant literature is reviewed,and the research on the relationship between environmental policy and micro subjects and the research on the social accounting matrix method are summarized;secondly,the content of environmental policy,the principle of compiling the social accounting matrix and the principle of multiplier analysis of the social accounting matrix are explained;secondly,based on various statistical data such as input-output tables,the macro social accounting matrix of China in 2017 is compiled first,followed by the inclusion of environmental accounts Finally,based on the principle of multiplier analysis of social accounting matrix,we analyze the impact of environmental policies on micro-entities,and start the study from three parts:production activities,production factors and residents.The results of the study show that: the impact of environmental policy on production activity accounts,it is found that when subjected to exogenous environmental policy shocks,industries with high pollution and complex processes are more affected,and the industries most affected by exogenous environmental policy shocks are manufacturing,followed by agriculture,forestry,animal husbandry and fishery,transportation,storage and postal services,and finally finance,wholesale and retail trade,etc.;the impact of environmental policy on production factor accounts,it is found that when subjected to exogenous environmental policy shocks,the effect on the labor factor is greater than that on the capital factor.It is found that when subjected to exogenous shocks from environmental policies,the effect on labor factors is greater than that on capital factors;in the effect of environmental policies on residents’ accounts,it is found that when subjected to exogenous shocks from environmental policies,urban residents are more affected than rural residents,and residents with high incomes are more affected than those with low incomes,i.e.,environmental policies can improve residents’ income distribution.According to the above-mentioned study,it is proposed that: strengthening the governance of polluting and complex industries and regulating their green development;accelerating the healthy development of clean energy to effectively improve the problems of environmental pollution and energy shortage;and implementing effective environmental policies that not only improve the environment but also improve the income distribution of the population. |
