| Urban construction waste is increasing day by day.The low-level treatment of construction waste consumes a lot of land resources,causing serious environmental pollution and ecological damage,and curbing the high-quality development of the city and the construction of an ecological city.The resource utilization of construction waste is the most reasonable and effective way to deal with construction waste at present.There is a large gap in the resource utilization level in different countries and regions.Paying attention to resource recycling and developing the resource utilization of construction waste plays an important role in the development of social ecological civilization.In the current development of China,the recycling of construction waste has obvious social public welfare characteristics,and the social benefits produced by the recycling of construction waste are extensive and far-reaching.However,at present,the research on project evaluation is more about the economic benefits of construction projects,and the research on social benefit evaluation is relatively scarce,which has certain limitations and one sidedness.Therefore,it is necessary to deeply analyze the social benefits of construction waste recycling,establish a systematic and scientific social benefit evaluation system,enrich the evaluation theoretical system of construction waste recycling construction projects,and provide theoretical support and decision-making basis for the development of recycling.Firstly,this paper combs and analyzes the basic concepts and relevant theoretical basis of construction waste recycling,studies the current management mode,stakeholder analysis and project operation model of construction waste recycling in China,identifies the factors affecting the social benefits of construction waste recycling,and forms a comprehensive understanding of construction waste recycling;Secondly,analyze the social benefit evaluation contents of relevant industries,determine the common indicators of the index system by using the frequency statistics method,combined with the identified influencing factors of the social benefits of the recycling of construction waste,summarize the individual indicators of the recycling of construction waste,and summarize and establish a perfect social benefit evaluation index system of the recycling of construction waste;Then,the single factor index weight and membership function are determined by using analytic hierarchy process and Delphi method,and the social benefit evaluation model of construction waste recycling is constructed based on fuzzy comprehensive evaluation theory;Finally,the social benefit evaluation of construction waste recycling is evaluated at the first level and the second level,and the multi-level evaluation results are obtained.The evaluation results show that the overall evaluation result of the social benefits of the construction waste recycling industry is very good,in which the social and economic benefits are general,the social development benefits are good,and the evaluation grade of social adaptability,natural resources and ecological environment impact is very good;Empirical evidence shows that the recycling of construction waste highly matches the government policy,and has great benefits of saving natural resources and reducing environmental pollution,which plays a great role in promoting regional urban development and industrial development.The research results of this paper make up for the deficiencies in the research field of social benefit evaluation of construction waste recycling,provide a new decision-making basis for the construction of construction waste recycling projects,provide a certain reference value for the government to promote the local construction waste recycling management,and also lay a certain theoretical foundation for the development of construction waste recycling industry. |
