Research On The Practice Of "Toilet Revolution" In Rural Areas Under The Background Of Rural Revitalization

With the acceleration of urbanization and informatization,the living conditions of rural inhabitants have sustained to perfect,and the requirement for environmental sanitation perfection has also increased,The development of rural construction in my country has entered a new historical stage.In order to meet the needs of the people to improve the environmental sanitation conditions in rural areas,the government has raised the toilet revolution to the height of the strategy of rural revitalization,requiring all settlements to perform the toilet revolution on the basis of actual circumstances and local conditions.Hence,the full implementation of the "toilet revolution" in rural areas has become a hot topics that needs to be resolved immediately in nowadays society.The toilet revolution is not a short-term project,but a convenience project that benefits farmers from generation to generation,and is related to improving the health and well-being of farmers.However,the development of the toilet revolution in rural areas involves many parties and is characterized by complexity and cumbersomeness,which affects the rural governance capacity and level of grass-roots governments,resulting in a slow progress of the toilet revolution.The goal of this research is to clarify the relationship between the government,the market,social organizations and the multi-center subject of rural residents,explore the mode of multi-center governance,and provide reference suggestions for the sustainable and efficient promotion of the "toilet revolution" in the rural areas of X Town.Based on the theory of multi-center governance,this paper uses questionnaires and interviews to explore the practice of carrying out the "toilet revolution" in rural areas in X Town.Through the analysis of the questionnaire survey results and interviews,The current status of the practice of "toilet revolution" in X Town is reflected in: The government makes overall planning and plays a leading role;The market implements toilet renovation projects;Social organizations implement toilet renovation tasks;Rural residents participate in toilet renovation projects.The problem is: The government publicity program lacks planning,and the incentive mechanism and financing channels are single;There are defects in product quality and technology,and the follow-up management and protection mechanism is not perfect;Social organizations are not given enough attention;Rural residents lack subjective initiative.The main causes of the problem are: The grassroots government personnel are older and lack professional skills;Lack of corporate social responsibility;imperfect supervision and management system;Rural residents are restricted by objective conditions.Based on the problems and causes of multi-center governance of the "toilet revolution" in rural areas of X Town,this paper puts forward the following optimization suggestions:The government needs to improve advocacy and planning capabilities,improve incentive mechanisms and financing channels;Enterprises need to strengthen technological innovation and promote the establishment of a long-term management and protection mechanism;Social organizations need to pay more attention and play the leading role of demonstration households;Rural residents need to exert their subjective initiative;Continuously optimize the age structure of government personnel and carry out professional skills training;Improve the supervision and management system.Combining the theory of multi-center governance with the practice of toilet revolution can build a multi-center governance model,coordinate the relationship between the government,the market,social organizations and the multi-center subjects of rural residents,and promote the "toilet revolution",a people’s wellbeing project,to be carried out in rural areas in a more comprehensive and orderly manner.It is beneficial to provide practical cases that can be used for reference,replication and promotion for other parts of our country to carry out the rural toilet revolution.
