Study On The Whole Process Environmental Management Of Highway From Yushu Through Qumalai To Budongquan In Sanjiangyuan Region

As the basic guarantee for human survival and development,ecological environment has gradually become the common concern of all mankind.The 18 th National Congress of the Communist Party of China incorporated the construction of ecological civilization into the overall layout of "five in one",and the protection of ecological environment has been raised to a new height.The 19 th National Congress of the Communist Party of China determined the two-step strategy of "new era",put forward that the quality of ecological environment will be fundamentally improved by2035,the goal of beautiful China will be basically realized,and formed the concept of green development in the new era,which also puts forward higher requirements for China’s ecological environment management.The source of the three rivers is located in the hinterland of the Qinghai Tibet Plateau.It is the source of the Yangtze River,Lancang River and Yellow River.It is also an important national ecological security barrier.With the development of national society,as the main infrastructure of transportation,the construction scale of highway is increasing year by year.In addition,highway construction projects have the characteristics of many points,long lines and wide range,which has an increasingly prominent impact on the ecological environment.Especially,highway construction in the source area of three rivers faces higher environmental protection requirements than other areas.Therefore,this paper further strengthens the three-dimensional degree of environmental management through the research on the whole process of environmental management of Yushu qumalai budongquan highway.The main research contents include the following aspects:(1)Taking the whole process environmental management of Yushu qumalai budongquan highway as the research object,by combing the main factors affecting the whole process environmental management of the project,according to the scope,content and standards of highway construction project management and evaluation in accordance with the Environmental Impact Assessment Law of the people’s Republic of China,the regulations on the administration of environmental protection of construction projects and other laws,regulations and technical specifications,and in combination with the actual situation of highway project construction,A first level(Environmental whole process management),three second levels(Environmental Management in planning and design stage,construction stage and operation and maintenance stage)and 19 three-level index systems are constructed.(2)Combined with the constructed index system and according to the difference degree of environmental indicators,each evaluation index is objectively weighted,and the whole process environmental management index evaluation model of entropy method is constructed.The weight of each index in the system is calculated by entropy method,and the influence degree of each index on environmental management in each stage of the project is obtained.(3)Through calculation and analysis,the main problems of environmental management in each stage are obtained.It is found that in the planning and design stage,environmental management is not the main factor affecting the planning of Yuqu no highway,and the degree of friendliness to the project environment is inconsistent;In the construction stage,the importance and effect of environmental management fluctuate with the speed of construction progress,the difficulty of environmental management,the lack of supervision and other main problems,ignoring environmental management to a certain extent;In the operation and maintenance stage,the environmental management initiative is poor and the management is not timely,which lays a good foundation for putting forward the Optimization Countermeasures of environmental management in each stage.(4)According to the environmental management problems in each stage,it is proposed to improve the design innovation concept,implement the management and control of the construction site,increase the patrol inspection and other aspects,and put forward targeted rationalization countermeasures,which to a certain extent improves the deficiencies in the whole process of environmental management of the project,and has good practicability.It is the same kind of high cold and high altitude Environmental management of highway construction in eco-environmental sensitive areas provides referential experience and important reference significance.
