| As a significant public policy,the policy of household waste classification management is an effective measure and new thinking to promote the reduction of urban waste,nontoxicity and resource utilization in China,and to break the "garbage siege".At present,countries around the world attach great importance to waste sorting management,each country’s level of governance and models are different.In recent years,the national efforts on garbage classification are increasingly strengthened,Guangzhou is China’s mainland early start of the pilot work of garbage classification,with a certain significance of research samples.By reading the relevant literature,it is found that the management of garbage classification is impossible to achieve effective waste classification management only by the unilateral power of government,market and residents,and can only be effectively realized through the coordinated management of all parties.At present,the use of collaborative governance model has been generally affirmed by scholars in the academic community,so this thesis analysis and research as a theoretical basis.Therefore,this thesis mainly adopts the theory of collaborative governance,the Guangzhou community as the main research body,and uses quantitative analysis methods and qualitative index analysis methods organic combination of research methods,the community garbage management for objective analysis.This thesis first defines the basic concepts of community living garbage and collaborative governance.Secondly,through the literature research method and interview method,the current situation of community household waste classification management in Guangzhou is collected and summarized,and the main problems existing there are summarized.Then the SFIC model is introduced as the theoretical framework of collaborative governance,according to the four influencing factors of the model,four assumptions are put forward for the effectiveness of promoting the management of household waste classification at the community level,and the assumptions are verified by USPSS through questionnaires.Then combined with the results of the questionnaire survey,this thesis discusses and analyzes the role and problems of the collaborative governance subjects in the process of community household waste classification management,and thinks that the lack of resources of the co-participating subjects,insufficient policy guidance,low transparency of system design and insufficient collaborative process are the main factors in the current cooperative management dilemma of community household waste classification.Then,on the basis of the framework of the collaborative governance model adopted by hypothesis verification,the path of concrete optimization is put forward from four dimensions,namely,the re-equivalency of resource rights and responsibilities of the collaborative parties,clarifying the responsibility of participating subjects,optimizing the system design and perfecting the mechanism of collaborative process.In order to achieve effective management of urban household waste classification of the effect. |
