Research On The Domestic Waste Classification Governance Mode In Lucheng District

With the sustained,healthy and steady development of China’s economy and society,the population of China’s residents has been increasing,the standard of living materials has been improving day by day,and the volume of domestic waste has expanded rapidly,making domestic waste a major source of pollution,the impact is more extensive,more serious,more far-reaching,more lasting,the number of cities trapped in the "garbage siege" gradually increased,to make this problem effectively solved,the most effective measure is the classification of domestic waste treatment.In the context of building a harmonious coexistence between man and nature,the establishment and improvement of garbage classification system has attracted much attention,and the importance of garbage classification in urban governance has been increasing.In the urban community life,almost every moment there will be life garbage,in the classification treatment of life garbage,community should be treated as a basic cell,this is also from a new perspective of Urban Environmental Governance Research and analysis.In the research of this thesis,in order to grasp the concrete situation of the classified treatment of community garbage,in order to point out the existing problems,starting from the residents,communities,and the main body of government administration respectively,this paper makes an in-depth analysis with the theories of cooperative governance and multi-center governance,aiming at analyzing the root causes of the problems and finding out the countermeasures.China has imposed a waste sorting system in 46 cities,including Wenzhou.In the light of the current work on the treatment of urban domestic waste in Wenzhou,a collaborative management system has been roughly created,and with the development of publicity and education,the supporting infrastructure has been increasingly improved,more and more residents take the initiative to participate in the classification of domestic waste treatment activities.In the course of this thesis,we have made in-depth research in many urban communities in this city,focusing on the actual situation of community x,and found that there are a series of problems in this work,it is similar to the low enthusiasm of enterprise participation,the superficial non-governmental organization participation,the lack of synergy among multiple subjects,the low efficiency of source classification,the imperfect infrastructure and so on.In view of these circumstances,the government should play a clear leading role in this process,not only to speed up the legislative construction,set standards for garbage charges,but also to create a co-governance mechanism: for the community residents,to increase publicity and management efforts,in the area of corporate governance,more efforts should be devoted to technological research and development,and subsidies should be increased continuously.In the area of non-governmental organization,we should not only pay attention to organizational construction,but also organize publicity activities in innovative forms.Try Hard to form synergy effect among multiple subjects,so that the problems in the classification and treatment of community garbage can be solved.
