The oil extraction industry is an important basic industry and pillar industry in my country. The oil extraction solid waste generates a large amount and has harmful characteristics to varying degrees. Its proper utilization is an environmental problem that needs to be solved in the green and high-quality development of the oil industry. The utilization of roadbed materials is an important way to recycle the solid waste treatment residues(deoiled ash residue)of oil exploitation. The main environmental impact receptor of its use process is groundwater.Scientific assessment of groundwater pollution risks, and reasonable determination of the limit of harmful substances based on groundwater safety is The premise and basis for the safe utilization of deoiled ash residue. The paper focuses on the urgent need for the formulation of risk management and control standards for the recycling of deoiled ash and slag roads at the national level,as well as the unscientific methods of domestic solid waste recycling risk assessment and benchmarking, and the need to advance regional differentiated risk management and control. This paper systematically analyzes the generation, dangerous characteristics, utilization and disposal of solid waste from petroleum exploitation in China. The types and contents of toxic and harmful elements in solid waste from petroleum exploitation were determined by leaching experiment.Comprehensively analyze the road utilization of solid waste from oil exploitation in China, set the road utilization scenario of solid waste treatment residue(deoiling ash),carry out the groundwater environmental risk assessment of solid waste road utilization based on the regional differences of Meteorology and hydrology and the influence of parameter uncertainty by using the coupling method of process simulation uncertainty analysis, and carry out the research on the control limit of groundwater environmental risk based on groundwater environmental risk.(1)Potential groundwater pollutants for road use of deoiled ash residues are arsenic, barium, inorganic fluoride, lead, nickel, selenium, pentachlorobenzene, benzo[a]pyrene and benzene;(2)Under the road utilization scenarios in typical areas, among the 9 target pollutants, the exposure concentrations of 3 kinds of organic compounds are all close to 0,and the predicted concentrations of 6 kinds of inorganic components are only likely to exceed the standard exposure point, and the probability of exceeding the standard is 40.3%.As a result, the exposure concentration(characterized by the 95%quantile value)exceeds the standard by 2.66 times.and the environmental risk cannot be ignored:due to regional differences in infiltration parameters such as rainfall evaporation, there are differences in the excessive multiples of pollutants in different regions. For example, the maximum excessive multiples of lead in different regions Up to 2.82 times, the minimum is only 1/20 of the standard limit.(3)Due to the low source concentration and strong soil adsorption/biodegradation effect, the exposure risks of the three organic compounds are negligible.Affected by the concentration of the pollutant itself, its probability distribution characteristics, and the characteristics of migration and diffusion, the exposure risks of the six inorganic compounds are negligible. There are also differences in dilution attenuation characteristics, the maximum is 89 and the minimum is 7.3;this leads to differences in the control limits of different pollutants, the maximum is 24.45 mg/L and the minimum is 0.13 mg/L.There are also differences in the control limits for the same pollutant in different areas.Taking barium as an example, the minimum is only 0.12 mg/L,and the maximum is 6.90 mg/L.The above conclusions show that under the road utilization scenario, the control limits of different regions and provinces are different, and they are also different from the national benchmark control limits, which highlights the necessity of regional differentiated control. It is recommended that provinces that have not formulated the risk control standards for deoiled ash solid waste road utilization adopt the national unified control limit:provinces that plan to formulate local standards are recommended to adopt local control limits,so as to accurately differentiate the risk of deoiled ash and slag resource utilization by region.Control.
