| At present,urban household waste in China exceeds 150 million tons per year,growing at a rate of 8%—10%per year.Two thirds of the 688 cities in the country have experienced waste problems,resulting in resource losses of 25 billion to 30 billion yuan annually due to inadequate waste disposal.Garbage has been classified and treated,resulting in less land occupation and pollution,and can be turned into treasure.If the potential resources contained in household waste can be fully exploited and recycled,considerable economic benefits can also be obtained.Since the promulgation of the Environmental Protection Law,China has formulated a series of relevant laws and regulations to promote the classification of urban household waste,and has achieved some results.Starting from May 1,2021,Jinan City has implemented the "Regulations on the Reduction and Classification Management of Domestic Waste in Jinan City".So far,Jinan City has been implementing it for more than a year.What is the current status of its implementation,what are the problems,and what are the reasons for their occurrence?This is a question that is worthy of in-depth discussion and research.Based on the Horn Mitt model,this article adopts questionnaire survey and interview methods,and analyzes relevant data at home and abroad.This article adopts methods such as on-site visits and questionnaire surveys to summarize the current implementation status of domestic waste classification in Jinan City.Combined with the current situation,interviews,and relevant literature,it analyzes the problems that arise during the implementation process,and attempts to use theories and research results related to public management to provide corresponding suggestions for improving the implementation effect of urban domestic waste classification.This article uses the Horn Mitt model to analyze the problems that arise during the policy implementation process in Jinan city,starting from six factors that affect the implementation and results of policies,including policy standards and objectives,policy resources,characteristics of executing institutions,execution methods,value orientations of executing personnel,and system environment.The specific manifestations and causes of these factors are elaborated,including:unreasonable policy standards and goal setting,Policy resources are scarce,the work efficiency of executing agencies is low,the collaboration between various executing agencies is insufficient,the professional quality and professional competence of executing personnel still need to be further improved,and the overall social environment is not conducive to policy implementation.Based on relevant literature and disciplinary theories,the article proposes suggestions and countermeasures for improving the implementation of Jinan’s domestic waste classification policy from the following six aspects:clarifying the goals and standards of urban domestic waste classification policy implementation,optimizing the allocation of policy resources,achieving diversification of policy execution methods and methods,enhancing the policy execution strength of executing agencies,encouraging practitioners to establish correct value orientations Build a good environment for garbage classification execution. |
