According to the records of the National Annual Report on the Prevention and Control of Solid Waste Pollution in Large and Medium-sized Cities from 2013 to 2019,it can be found that the number of cities that announce the amount of domestic waste is continuously decreasing,but the output of waste has increased by 46%,which means that my country is currently problem of urban domestic waste is getting more and more serious.As Serge Moskovic said: "Cities devour countless resources and energy,and produce a considerable amount of waste." In the rapid progress of urbanization,the natural environment has also paid a heavy price.In recent years,more and more negative environmental words such as "garbage besieged city","urban disease","white pollution" and so on have emerged one after another.The increasing amount of garbage production and the increasingly fragile earth ecology have caused us to clean up garbage.And governance have put forward higher requirements.According to my country’s statistical yearbook for 2020,the amount of urban domestic waste handled in my country is currently increasing at a rate of 4% to 5% per year.In order to effectively alleviate the practical problem of the continuous growth of urban domestic waste,Beijing issued the "Regulations on the Management of Municipal Solid Waste"(hereinafter referred to as the "Regulations")on May 1,2020.The promulgation of the "Regulations" marks Beijing’s entry into garbage "forced era" of classification.The entry of garbage classification into the "compulsory era" means that higher requirements will be put forward on the governance of garbage classification.For this reason,the central and local governments have issued a series of policies to "escort" garbage classification,and whether the policies can be effectively implemented is related to the effective implementation of the policies.As the first batch of pilot cities for waste classification,Beijing has been at the forefront of the classification and management of urban domestic waste in my country,but there are still various problems in the implementation process.At present,the policies related to waste sorting are overwhelming,but the effect of waste sorting is not satisfactory.So,How do these factors affect the implementation of waste classification? What are the key points and difficulties in implementing the garbage classification policy? What about the satisfaction of the main body of policy implementation and the target group with the current garbage classification policy? These are undoubtedly important questions that need to be answered.In response to the above problems,this article first uses conceptual interpretation as a breakthrough point to define the concepts of urban domestic waste classification and public policy implementation,and establishes public goods theory,street bureaucracy theory,and externality theory as the theoretical basis of this article.In order to conduct in-depth research,this paper uses the Mitte-Horn model as the basic analysis tool.First,it reviews and analyzes the text of Beijing’s garbage classification policy.In the form of interviews,an in-depth analysis of the current status of the implementation of the waste classification policy in District H was carried out.At the same time,the satisfaction survey of the policy implementers and target groups was carried out,and then the main problems and reasons affecting the effective implementation of the waste classification policy were analyzed.At last,it is believed that the effective implementation of garbage classification policies should be optimized from the perspectives of refining garbage classification standards,improving garbage classification supervision,improving policy implementation mechanisms,optimizing policy resource allocation,and building a good system environment. |
