| China’s economic development has entered a new stage.The previous quantitative economic growth model will gradually be replaced by a new economic development model with high-quality economic development.In the new stage of economic development,highquality economic development will become the overall goal of China’ s economic construction.As a new quality-first economic development model,high-quality economic development pays more attention to the construction of the ecological environment and the improvement of economic efficiency.It can be seen that the "extensive" economic development method in the past has been unable to meet the needs of Chinese society for high-quality economic development nowadays,however,environmental regulations can be conducive to improving the quality of the ecological environment and promoting economic efficiency.Therefore,it has important research value and realistic significance in researching whether environmental regulations can help promote the high-quality development of China’s economy.In order to investigate whether environmental regulation helps to promote the construction of high-quality economic development in China,the green total factor productivity of 30 provinces(excluding Tibet,Hong Kong,Macao,and Taiwan)nationwide from 2001 to 2017 is measured by the super-efficient SBM model and the GML index model and used to represent the level of high-quality economic development in each region,while the panel fixed-effects model and the panel quantile regression models to explore the impact of environmental regulations on the national and regional high-quality economic development.The results show that there is a significant "U" shaped relationship between environmental regulations and the level of high-quality economic development in the national,eastern and western regions,but there is no significant "U" shaped relationship between environmental regulations and the level of high-quality economic development in the central region.Furthermore,as the level of highquality economic development changes in different locations of the condition distribution,the impact of environmental regulations on high-quality economic development also shows certain characteristics of change,there is a significant inverted "U" shaped relationship between environmental regulations and the level of high-quality economic development when the level of high-quality economic development is at a low level;while there is a significant "U" shaped relationship between environmental regulations and the level of high-quality economic development when the level of high-quality economic development is at a medium and high levels.Based on the results of the research,the following policy suggestions are made:the government should play the role of environmental regulation to promote high-quality economic development,and flexibly choose the form of environmental regulation in accordance with the real economic situation of each region,and dynamically adjust the intensity of environmental regulation to achieve the coordinated development of environment and economy,so that environmental regulation can better promote high-quality economic development in China. |
