Study On Inter-Governmental Cooperation In Ecological Management Of The Yellow River Basin

The ecological protection and high-quality development of the Yellow River basin is an important part of China’s regional coordinated development.Ningxia,as the only province within the Yellow River basin that flows through the provinces and regions,is closely related to the development of the Yellow River,China’s watershed ecological governance is not only a problem of geographical space and resource management,but also a problem of institutional structure,although cooperative governance is an important idea and means to promote its realization,but it can’t guarantee that cooperation among different cooperating subjects can find corresponding solutions,In this case,it is very important for the government to carry out benign coordination around the watershed ecological governance.Inter-governmental collaboration,which emphasizes interaction and cooperation within governmental organizations,coincides with the ecological management of watersheds that is both integral and cross-border across different administrative jurisdictions,and is not only the node of vertical and horizontal relations between governments,it is also an important category to build coordination among regional governments and government departments,and to form a systematic pattern of river basin governance,but the protection of river basin ecology can not be accomplished overnight,In Ningxia section of the Yellow River,there are still many problems to be discussed.Taking Ningxia section of the Yellow River basin as the study area,this paper analyzes the present situation of the intergovernmental cooperation in Ningxia section of the Yellow River basin by using the theory of inter-governmental relations and the theory of cooperative governance,through the methods of literature research and case analysis,combining existing policy documents with existing watershed governance,it is found that at the present stage,the ecological management of the Ningxia River basin has adopted the coordinated means of signing an inter-governmental cooperation agreement,establishing a joint conference system,improving the ecological compensation mechanism,and carrying out regional joint law enforcement,it promotes the working mechanism and effect of watershed ecological management.However,there are still some problems in the inter-governmental cooperation of the Ningxia segment of the Yellow River basin,such as the lack of coordination,fragmentation of watershed ecological management and low degree of inter-governmental cooperation organization.The reasons behind these problems lie in the weak sense of cooperation among the participants,the lack of comprehensive management system,the imperfection of inter-governmental cooperation legal system and the defects of inter-governmental cooperation institutional mechanism.At the same time,it provides a new idea for the ecological management of the river basin: first,to strengthen the sense of coordination of the participants in the ecological management of the river basin,to cultivate the idea of cooperative management,and to enhance the sense of ecological management;Second,we will establish and improve the integrated management system for river basin ecological governance,establish river basin coordination agencies,and establish information-sharing mechanisms to ensure that local finance is adequate,fourth,we should improve the inter-governmental coordination mechanism of ecological management of river basins,promote a scientific assessment system,and implement the mechanism of rewards and punishments for accountability.It is hoped that the study of this paper can provide useful ideas for the inter-governmental cooperation in the ecological management of the Yellow River in Ningxia,and help the construction of the ecological protection and high-quality development area of the Yellow River in Ningxia.
