| The Yellow River Basin is not only the ecological security barrier,but also the key region of economic transformation and development,which undertakes the historical mission of promoting the overall strategy of national regional development.However,the vulnerable ecological areas in the Yellow River Basin are widely distributed,the differences between regions are great,and the governance difficulty is high,which challenges the collaborative governance ability of provinces and regions along the Yellow River Basin.Therefore,how to identify the vulnerability status quo of the upper,middle and lower reaches of the Yellow River Basin and its near-distance relationship,and increase the synergistic effect of the government and non-government stakeholders on the vulnerability management of the basin’s ecological environment has become an important topic to serve the ecological protection and high-quality development strategy of the Yellow River Basin.In this paper,the county level administrative units in the Yellow River Basin were taken as the research object,text analysis method,Earth big data method and spatial analysis method were used comprehensively to evaluate the exposure,sensitivity,adaptability and vulnerability of the ecological environment in the Yellow River Basin and their coupling and coordination changes,and to study the path of multiple influencing factors in the upper,middle and lower reaches of the Yellow River basin through influencing the water and sediment content and then influencing the ecological environment vulnerability.Finally,starting with the comprehensive framework of collaborative governance,this paper analyzes the current concerns,existing deficiencies and possible adjustments of the coordination mechanism of the Yellow River Basin from five dimensions: system situation,driving factors,collaborative dynamics and actions,influence and adaptation.This paper aims to provide theoretical reference for promoting eco-environmental vulnerability management in the Yellow River Basin from the mechanism level.The main research results are as follows:Firstly,from the analysis results of eco-environmental vulnerability in the Yellow River Basin,the spatial differences of eco-environmental exposure,sensitivity and adaptability in the Yellow River Basin are significant.The areas with moderate and severe ecological exposure are mainly located near the four deserts in the middle reaches of the Yellow River Basin,while most counties in the economically developed areas in the lower reaches are severely and extremely exposed.The extremely sensitive areas were mainly distributed in Ningxia and Mongolia in the upper reaches of the Yellow River,and the counties around the boundary of the middle and lower reaches were more sensitive.The areas with strong ecological environment adaptability are mainly distributed in the southwest of the river basin,the eastern part of Inner Mongolia,the central part of Shaanxi Province and some parts of Shanxi Province.The areas with weak adaptability are mainly distributed in Heyuan area and most areas of Henan and Shandong.The areas with higher eco-environmental vulnerability were mainly distributed in the Loess Plateau and the four deserts and most of the counties in the lower reaches of the basin.The range of eco-environmental vulnerability at the boundary between the Loess Plateau and the middle and lower reaches of the basin was larger.Secondly,from the coupling analysis results of the whole process of eco-environmental vulnerability in the Yellow River Basin,in terms of internal coupling,from the perspective of time,the coupling degree of exposure,sensitivity and adaptability of the eco-environment in the Yellow River Basin was at a high level in the past 20 years,but showed a trend of decline.The coupling coordination degree was in a serious imbalance stage in the past 20 years,and the negative interaction among the three was obvious.With the promotion of ecological protection and restoration projects,the coupling coordination degree showed a trend of increasing development,but it was still at a low level.From the perspective of space,the coupling coordination degree of provincial capital city and sub-central city with higher adaptive ability is higher than that of other counties.In terms of proximity coupling,the study found that the exposure,sensitivity and adaptability of the upper and middle reaches of the ecological environment affected the vulnerability of the middle and lower reaches of the ecological environment by influencing the water and sediment content,and the sensitivity of the upper reaches had a significant positive impact on the vulnerability of the middle reaches of the ecological environment by influencing the runoff.Upstream adaptation has a significant negative effect on the vulnerability of the middle stream ecosystem by influencing sediment transport.Sensitivity in the middle reaches has a significant positive impact on eco-environmental vulnerability in the lower reaches by influencing runoff and sediment discharge,and adaptability in the middle reaches has a significant positive impact on eco-environmental vulnerability in the lower reaches by influencing runoff.In addition,exposure in the upper and middle reaches has a significant positive impact on the vulnerability of the ecological environment in the middle and lower reaches.This means that human interference to the ecological environment in the upper,middle and lower reaches of the basin will have different degrees of impact on the ecological environment vulnerability through the water and sediment content,which requires that the impacts of various influencing factors on the ecological environment of the Yellow River Basin must be considered comprehensively in the governance process,especially the significant factors in the influencing path,so as to serve as the basis for collaborative governance.Finally,from the analysis results of the comprehensive framework of collaborative governance on the construction of inter-administrative regional coordination mechanism in the Yellow River Basin: In the system context,the current Yellow River Basin has deficiencies in policy implementation,joint actions,and departmental responsibilities.The problem of interest imbalance among different regions is prominent,and the benefits compensation method is single.The provinces along the Yellow River mainly work on the problems reflected in their respective administrative regions,without considering the influence of intermediary factors in the upper,middle and lower reaches.In the collaborative actions of different regions,the target is scattered and the resources are not equal,which leads to insufficient driving force.Moreover,the participants involve many levels,the position of the main body is unequal,the cost of coordination mechanism is high,and the collaborative actions are mostly carried out within the provinces.Therefore,this paper first proposes to deepen the common goal from the implementation of the idea,strengthen the top-level design;Secondly,the point-to-point coordination mechanism among counties should be established to enhance the joint action capacity according to the ecological environment vulnerability.Finally,we should focus on the key points and construct the basin coordination mechanism in an all-round way. |
