| In recent years,China has fully implemented the spirit of the 19 th National Congress of the CPC,comprehensively implemented the new development concept,and incorporated peaking,carbon neutralization into the overall economic and social development.The carbon effect has received more and more attention and study.Based on the characteristics of China’s own cultivated land and the construction of ecological civilization,the evaluation system of land remediation benefit with ecological benefit as the core has developed rapidly.From the perspective of carbon effect,this paper firstly analyzed the carbon effect before and after land consolidation from the aspects of engineering construction carbon effect,land use structure carbon effect and farmland management carbon effect.Then the ecological benefit evaluation system of land consolidation was constructed from four aspects: land leveling engineering,irrigation and drainage engineering,rural road engineering and ecological protection engineering,and the carbon effect level data was introduced into the index level.Finally,Jingxian County as an example of the empirical study,the results of the obstacle analysis and discussion.The main conclusions are as follows:(1)According to the calculation results of carbon effect,the total carbon emission of Jingxian land renovation project construction is 150879 T.In terms of carbon emission per unit area,there is not much difference among the 16 townships.The main source of carbon emission is lime,accounting for 60.97% of the total.After the completion of land consolidation,the carbon effect of land use structure in Jingxian County increased by36821 T,among which,the carbon storage of cultivated land and garden land increased,and the carbon storage of forest land,transportation land,water area and water conservancy facilities land and other land also decreased due to the reduction of area.After the completion of the renovation,the economic output and carbon absorption of crops in the 16 townships of Jingxian County increased,but due to the increase of cultivated land area,the corresponding increase of agricultural inputs such as fertilizers,pesticides and electricity consumption,the carbon emissions of farmland cultivation in each township increased.(2)According to the calculation results of carbon effect,carbon break-even analysis and ecological environment analysis showed that 11 townships could reach carbon break-even within 2 years,Longhua Town and Lianzhen Town only needed 1.03 years and 1.05 years respectively,and Liangji town needed the longest time to reach carbon break-even,which was 3.16 years.The ecological environment status was analyzed from the two aspects of biological abundance index and ecological environment quality index.The changes of these two indexes in each township were small,indicating that the land consolidation work had little disturbance on biological richness and ecological environment quality.(3)According to the evaluation results of ecological benefits of land consolidation,the ecological benefits of land consolidation in Jingxian County are generally good,among which 13 townships are at the medium level or above,accounting for 81.25% of the total,and 6 townships are excellent,such as Wencheng Town,Longhua Town,Wangqiansi Town,Duqiao Town,Liancheng Town and Liuji Town.Four townships,namely,Haomingfu township,Jingzhou Township,Beiliuozhi Township and Wangtuan Township,were in the good stage,three townships,namely,Qinglan township and Liuzhimiao township,were in the medium stage,and the three townships,namely,Liangji township,Guangchuan Township and Anling township,were in the poor stage.(4)According to the analysis of obstacle degree,from the criterion level,the overall obstacle degree of Jingxian County is field road project,ecological protection project,irrigation and drainage project and land leveling project,which are 27.93%,27.74%,22.61%and 21.72%,respectively.From the indicator level,the obstacle degree of carbon emission per unit construction is the largest,which is 13.93%,and the obstacle degree of land reclamation rate improvement rate is the lowest,which is 5.61%.Sixteen towns in Jingxian County were divided into obstacle types,among which Duqiao Town and Houliumingfu town were land leveling obstacle types.Qinglan township for irrigation and drainage obstacle type;Liuji Township,Jingzhou town,Wencheng town,Beiliuzhi Town and Liuzhimiao town are ecological protection obstacle type;The remaining eight townships are rural road obstacle type. |
