Construction waste management has always been a difficult problem in urban governance,it is a problem that needs to be solved in the process of China’s modernization construction.Solving the problem of construction waste governance can not only improve the city’s appearance and environment,improve the quality of life of residents,but also promote the development of the country.As the economy continues to grow,urbanization is accelerating,the living standard of the people has been constantly improved,the population continues to expand and develop,the production of construction waste has risen sharply.If construction waste is not properly disposed of,it will have a significant impact on social development and human living environment.As one of the pilot waste-free cities,Shaoxing has tried to reduce the source of construction waste and recycle it to solve the problem of construction waste siege,but the progress of the work is slow and the effect is not ideal..In this paper,combined with the stakeholders and collaborative governance theory,the model framework is constructed,and the collaborative governance model is used to analyze the existing problems and causes of construction waste management,so as to put forward feasible and effective suggestions for construction waste management in Yuecheng District of Shaoxing.Firstly,through the analysis and research of collaborative governance theory,this paper further improves the SFIC model proposed by Ansell and Gash,and constructs a collaborative governance model framework for the study of construction waste management.Based on the actual situation of Yuecheng District of Shaoxing and the interview records,the generation,disposal status and existing problems of construction waste in Yuecheng District are summarized and sorted out.Finally from the external environment,the starting conditions,facilitative leadership,institutional design,collaborative process five squares analyze the problems such as the need to improve the concept and technical environment,the uneven rights and resources of all subjects,the inadequate performance of government functions,the lack of institutional design and the insufficient coordination degree of governance process,and put forward some targeted recommendations,including promoting the rights of stakeholders resource sharing,defining the leading role of the government,improving the institutional design,enhancing the capacity of collaborative governance,making various stakeholders effectively promote the construction waste collaborative governance,solve the construction waste management problems.
