The construction of national park system is an important goal and long-term task of socialist ecological civilization construction.The boundary between the dense living places of human beings and the wilderness represented by national parks is becoming more and more narrow,and the national park community,as the link between them,plays an important role in cushioning.Although the concept of community has been involved in the regulations issued in China,the national park system still pays little attention to the rights and interests of community.Making a comparative observation on the connotation of “national park” in the policy documents on national park system in and outside Chinese mainland.It is pointed out that the humanistic factors in the understanding of the connotation of the concept of“national park” have legitimacy in the attributes of national park.The lack of humanistic factors leads to the lack of attention to the rights of other stakeholders,such as the community except the government administrative organs,in the policy and management concept of the national park system construction in China.By reflecting on the experience and lessons of national park systems around the world,discussing the normative expression of community rights under the national park system in China.The theoretical structure of community rights is expounded based on Xi Jinping Thought on Eco-Civilization,community empowerment theory and stakeholder theory.To explore the corresponding obligations of the relevant administrative organs of the national park,the proper recognition and actual expression of rights such as the right to original resources,the right to co-management,the right to ecological compensation,the right to franchise and other rights.With specific countermeasures as auxiliary,try to solve the problem that the national park system does not pay enough attention to the rights and interests of the community.
