Research On The Implementation Of Lake Protection Policy In Xishui County,Hubei Province

Green water and green mountains are golden mountains and silver mountains.A good ecological environment is an important foundation and prerequisite for economic and social development.It is a long-term plan that concerns people’s well-being and national development.Protecting the "green water and green mountains" is a necessary measure to build a beautiful China and achieve the great rejuvenation of the Chinese nation.As an important part of the ecological environment,lakes can not only beautify the environment and regulate the climate,but also serve as a place for people’s survival and economic activities.In the new era,the economic and social development of Hubei Province has entered the fast lane.As a "province of thousands of lakes",Hubei Province has a large number of large and small lakes,so the task of protecting these lakes is more urgent and arduous.Therefore,Hubei Province issued the "Hubei Provincial Lake Protection Regulations" to provide institutional guarantee for the protection of the lake environment in the province.The promulgation of this regulation aims to set a bottom line for people’s behavior by informing people of what they can and cannot do,and to ensure its effective implementation by using various means and public resources,so as to maintain social order and public interests.To measure whether the purpose of policy implementation is achieved,it is judged by whether the effect of policy implementation is consistent with the expected goal of the policy.This paper takes Xishui County as the object of investigation,actively explores the implementation effect of relevant administrative departments on the "Hubei Provincial Lake Protection Ordinance",analyzes the problems existing in its implementation and the causes of the problems,and puts forward corresponding suggestions to improve the implementation effect of the Ordinance.The main body of this paper is divided into four parts.The first part comprehensively combs the background of the promulgation of Hubei Provincial Lake Protection Regulations and the regulations themselves.The regulations have gone through three stages of preparation,improvement and promulgation.The purpose of the regulations is to strengthen lake protection,prevent lake area reduction and water pollution,ensure lake functions,protect and improve lake ecological environment and promote sustainable economic and social development.The second part introduces the implementation of the "Lake Protection Regulations" in Xishui County,Hubei Province.Through policy guidance,prevention and control of water and soil loss,construction management of lake related projects and other measures,Xishui County and water conservancy and lake protection departments implemented the regulations from different levels;At the same time,other relevant administrative departments implemented the regulations by preventing and controlling water pollution,strengthening fishery supervision,planting protective forests,allocating special funds for protection,etc.This part also analyzes the effect of Xishui County’s implementation of the regulations.Compared with the established objectives of the regulations,the protection of lake water quality and the improvement of biodiversity in the lake have achieved remarkable results,and the surrounding environment of the lake has made remarkable achievements in beautification.At the same time,there are still some problems in the implementation effect,such as the improvement speed of lake ecological function still needs to be accelerated.The third part analyzes the problems and reasons in the implementation of the "Hubei Provincial Lake Protection Regulations".How the effect of policy implementation is affected by the deviation of policy implementation,specifically: the law enforcement system has not formed an effective synergy,the law enforcement has blind spots and lax law enforcement,and the assessment mechanism is unreasonable.The reasons are related to the policy itself,the policy implementation subject,and the policy evaluation.The fourth part puts forward suggestions for improving the policy.In view of the problems and reasons in the implementation of the regulations,this paper puts forward suggestions such as integrating the lake related management functions of various departments,granting appropriate powers to the water conservancy and lake departments,building an excellent law enforcement team,and building a scientific policy evaluation system,hoping to improve the implementation effect of the policies.
