Recently,the Central Committee of the Communist Party of China(CPC)has made a series of major decisions and requirements on the reform of state-owned enterprises and improvement of the competitiveness of state-owned capital.Under this background,a large number of subordinate enterprises of state-owned enterprises,state-owned enterprises holding,controlling capital and participating shares are facing a series of management reforms.The withdrawal or the replacement of major shareholders will definitely have an impact on the original enterprise management model,decision-making institutions,systems,mechanisms and codes of conduct,etc.During this process,the biggest impact are suppose to be reform of enterprise culture.The ultimate effect to this enterprise culture reform will directly affect the fate of enterprises.In this article,AVIC SANXIN(hereinafter referred to as the "company")will be taken as the research object.Integrated with the company’s development history,via questionnaire and practice from work,this article analyzes the current situation,existing problems and deep-seated reasons of the enterprise culture construction,and furthermore proposes a series of countermeasures for the enterprise culture reconstruction.In this paper,the importance of corporate culture construction effect is raised to whether the high-quality development of the enterprise can be achieved.It is considered that high-quality development of the enterprise must establish a corporate culture which is in line with its own characteristics.Through analysis of the theories related to the construction of enterprise culture at home and abroad and the characteristic enterprise culture advocated and practiced by some excellent enterprise,this article provides theoretical basis and practical reference for the reconstruction of enterprise culture.Combined with questionnaire survey,job interview and other methods,this paper finds out the deep problems existing in enterprise culture construction,such as insufficient attention to the construction of corporate culture,lack of training and incentives,insufficient funds for corporate culture construction,etc.By reshaping the standards of corporate culture reconstruction on the basis of the four-level theory of cultural construction,this article puts forward systematic solutions and necessary organizational guarantee for corporate culture remodeling,including redefining the concept of corporate spirit,clarifying the organizational management and process,implementing ‘one factory one solution’ measure,optimizing performance management and formulating visual identification system.Based on years of working experience of the author,this article comes up with the systematic and feasible enterprise culture reform countermeasures,and integrates the company strategy,enterprise culture differences of affiliated units and enterprise culture construction plan,and ultimately push forward the implementation of this enterprise culture reform in ways of from top to the bottom,headquarter dominance,and participation of affiliated companies.In the meantime,this article also offers some useful reference for the similar state-owned holding companies in terms of integration,construction,and remodel of enterprise culture.
