Study On The Follow-up Management And Care Of Rural Sanitary Toilets From The Perspective Of Meta-governance

Since 2018,with the implementation of the rural "toilet revolution",the popularization rate of rural sanitary toilets has been continuously increasing,and the rural living environment has been improved.While the "toilet revolution" in rural areas has achieved tremendous results,there are also prominent issues such as uneven regional development,single toilet reform models,low quality of toilet reform,and inadequate follow-up management and protection.The follow-up management and protection of rural sanitary toilets has become a key task of current toilet renovation work,directly affecting the effectiveness of toilet renovation.Therefore,studying the follow-up management and protection of rural sanitary toilets is of great significance for the implementation of the rural revitalization strategy.Under the guidance of meta governance theory,this article takes X City,Hebei Province as an example.Through interviews and research,we understand the current situation of subsequent management and protection of rural sanitary toilets in the city.Starting from the ability of governance entities and the coordination of various governance entities,we found that there are multiple governance entities under the leadership of the municipal government in the city,but the management and protection effects are not satisfactory.The main manifestations include insufficient planning and coordination capabilities of government meta governance,inadequate implementation of policies by grassroots executing departments,underdeveloped market-oriented operations,insufficient participation and autonomy of civil society,and poor cooperation models in diverse governance.This thesis refers to the meta governance strategy and proposes that the government should play the role of a meta governance while improving its planning and coordination capabilities;Increase incentives for the market and promote and guide farmers as the main body;Cultivate common value identification,enhance trust among various entities,and other optimization measures to improve the follow-up management and protection mechanism construction of rural sanitary toilets,and achieve a long-term management and protection mechanism of "government led,diversified participation,market-oriented operation,and playing the role of farmers as the main body".
