Research On Multiple Subjects Participation In Rural Household Garbage Governance

The effective development of rural household garbage management is an essential practice to realize the rural revitalization strategy.In recent years,the productive forces have been developing continuously,the national economy and urbanization levels have been greatly improved,and the living standards and consumption levels of the rural population have also shown an increasing trend.However,the problem of household garbage in rural areas is becoming more and more serious.The treatment of rural household garbage is an essential part of the strategy of Rural Revitalization.In view of such a situation,each local government has given different degrees of attention to the rural household garbage treatment,in the capital,policy,infrastructure and other aspects of the governance,rural household garbage treatment work has been preliminary achievements.However,the current stage of rural household garbage management work is still mainly dependent on the input of the government,and the government because of the daily tension and busy public affairs,can be in the rural garbage management work into the manpower,material resources are limited.The report to the 19 th national congress of the communist party of China(CPC)stresses the need to foster a social governance pattern featuring joint contribution,shared governance and shared benefits.The pattern of social governance needs the participation of multiple subjects to jointly build and share governance.In rural household garbage treatment,the participation of multiple subjects can effectively improve the efficiency of waste treatment,reduce the cost of government investment,promote the sustainability of waste treatment,and maintain a clean and tidy environment in rural areas.Multi subject participation in the treatment of rural household garbage is a subject that must be paid close attention to in the implementation of Rural Revitalization Strategy.Based on the theory of Polycentric Governance and the theory of holistic governance,this paper studies the participation of multiple subjects in the treatment of rural household garbage through literature research and case analysis.The treatment of rural household garbage in China mainly includes three stages: Villagers’ spontaneous treatment,government led treatment and market coordinated treatment.The situation of multiple subjects participating in the treatment of rural household garbage in China has not yet formed,and there are still many problems,such as the strong administrative color of the treatment,the limited role of market mechanism,the lack of independence of rural self-organization and the low degree of villagers’ participation in the treatment.By analyzing the case of guoyuan town in Changsha County,Hunan Province,this paper analyzes the deficiencies of the government,market and community subjects in participating in the treatment of household garbage in guoyuan town in Changsha County,Hunan Province,mainly including the unbalanced participation of multiple subjects,the imperfect participation structure and function of multiple subjects,and the insufficient collaborative participation of multiple subjects The reason for.Once again,through the analysis of successful cases of domestic and foreign multi-agent participation in the treatment of household garbage,we can provide enlightenment and reference for the multi-agent participation in the treatment of rural household garbage.After that,it puts forward countermeasures and suggestions from five aspects.The specific contents are as follows: first,clarify the role of multiple participants in rural household garbage governance;Second,improve the system construction of multiple subjects participating in the treatment of rural household garbage;Third,strengthen the multiple main body strength of rural domestic waste treatment;Fourth,cultivate the value idea of multiple subjects participating in the treatment of rural domestic waste;Fifth,strengthen the guarantee mechanism of multiple subjects participating in the treatment of rural household garbage.
