Research On The Behavior Of County Government In The Eco-environmental Governance

Along with the rapid economic development,the ecological environment is constantly destroyed,and the ecological environment problems become increasingly serious.It attracts people’s attention to environmental problems.General Secretary Xi Jinping believes that the key of national sustainable and healthy development depends on the construction of ecological civilization.The Chinese nation has reverence for the forces of nature since ancient times,and the Chinese civilization contains multiple ecological cultures.The rise and fall of civilization are related to the rise and fall of ecology.The good ecological environment has a fundamental impact on the quality of development.The governance capacity of the ecological environment is closely linked to the destiny of the country.The national ecological environment governance system and governance capacity are the significant components of the national governance system and governance capacity.The high-quality ecological environment governance system and governance capacity can realize the modernization of national governance capabilities successfully.The county government has independent financial and personnel rights,which is the basic authority of national governance.The governance capacity of the county-level government is related to the construction of the entire country’s governance and governance capacity system.The action of the county-level government determines the ecological environment construction of the whole province and the country.Taking S County in Fujian Province as a case,it is of great significance to analyze and study the behavior of county government in ecological environment management,which is based on relevant domestic and foreign experience.This work first applied the literature analysis method.After figuring out the connotation and characteristics of ecological environment governance,government behavior,and other related concepts based on the others’ researches,the theories of public management were employed,including governance theory,public products theory,etc.The questionnaire survey and interview survey methods were used for analyze the policy formulation,fund guarantee,supervision and law enforcement,guiding the public,and supervision and accountability.Based on the results of two empirical surveys of questionnaire survey and interview survey,there are five important issues existed in Fujian Province S County: inadequate policy formulation,insufficient investment,insufficient supervision and law enforcement system,insufficient guidance of social forces,and defects in the supervision and accountability mechanism.The influencing factors were as follows: the understanding of environmental governance,the target population of the policy implementation mechanism,the unreasonable supervision and accountability mechanism.Inspire by the experience and practices of county government behaviors in ecological environmental governance of other excellent examples,we proposed to put forward the highlight of talent protection,improve professional standards,improve the ecological system,change governance concepts,strengthen investment guarantees,establish a market-based system,speed up the improvement of functions,implement policies,improve public participation mechanisms,increase participation by entities,strict inspections and assessments,and establish effective supervision mechanisms.This work will be helpful to standardize the ecological environment governance behavior of county-level governments,improve the ecological environment governance mechanism,and enhance governance efficiency.that the final goal is to balance the relationship between the development economy and the ecological environment for the better ecological civilization.
