| Under the development trend of today’s circular economy,waste incineration power generation,as a typical resource reuse project,has obvious environmental protection and energy-saving benefits in the reduction,harmlessness and resource utilization of garbage disposal,which is favored by the government and social investors.However,similar industries in China started relatively late,management experience is slightly insufficient,traditional performance management is limited to financial and internal control indicators,ignoring the protection of external environmental rights and interests,and lacking reasonable evaluation and positive incentives for public service parts.Therefore,this thesis analyzes and optimizes the project performance evaluation system on the above issues,in order to provide a useful reference for project operation and management.In this thesis,the waste incineration power generation project in County D is used as the research object,and the literature research method,qualitative quantitative combination method and questionnaire method are used to carry out specific research on the construction and application of the project performance evaluation system.Based on the circular economy theory,performance evaluation theory and grey correlation analysis theory,this thesis analyzes the background scale and performance evaluation status of the waste incineration power generation project in County D,and points out that there are deficiencies in the current performance management system of the project such as lack of performance evaluation in the operation stage,lack of externality benefit indicators,and imperfect feedback mechanism.In view of these problems,on the basis of the circular economy evaluation system and the theory of expanding the balanced scorecard,the performance evaluation index system of the waste incineration power generation project in D County was constructed and the entropy weight method was used to calculate the weight,and then the comprehensive performance of the project from 2016 to 2021 was evaluated by the gray correlation analysis method,and the key incentive factors were pointed out and the corresponding dimensions of performance evaluation level optimization countermeasures were proposed,in order to provide design ideas for similar project management to strengthen the system circulation ideology and optimize the performance incentive mechanism,so as to achieve the strengthening of management efficiency,Ensure the steady operation of the project and achieve the purpose of overall development of internal and external benefits. |
