Study On Emergency Management Of Natural Disasters In Mountainous Scenic Spots Of Zunyi City

In January,2021,the Guizhou Provincial Party Committee issued the Opinions on Promoting High-quality Tourism Development and Accelerating Tourism Industrialization to Build a Colorful Tourism Province in Guizhou,and "building a world-class mountain tourism destination" was listed as the core content of the strategic tourism development strategy of Guizhou Province.Zunyi City is located in the slope zone where Yunnan-Guizhou Plateau transits to Hunan hills and Sichuan Basin,which gives Zunyi City a unique natural environment for developing mountain tourism.Zunyi city is threatened by natural disasters all the year round,which poses many problems for Zunyi mountain tourist attractions in the face of natural disaster emergency management.In this paper,literature research and questionnaire survey are used,and 4R crisis management theory and risk early warning theory are used as the theoretical basis to study and solve the problems existing in emergency management of mountain scenic spots in Zunyi City.There are four aspects as follows: First,the responsibilities of government emergency departments are vague;Second,the emergency training in mountain tourist attractions is not in place;Third,the emergency response to natural disasters is not well connected;Fourth,the emergency management methods of natural disasters are backward.This paper analyzes the main reasons for the problems of subject,object,procedure and method in the emergency management of natural disasters in Zunyi mountain tourist attractions,mainly including the following four aspects: First,the multi-sectoral cooperation mechanism of government emergency management is imperfect;Second,the training of emergency management departments in mountain tourist attractions is not paid enough attention;Third,the government’s emergency response mechanism is not perfect;Fourth,the early warning plan for natural disasters in mountain tourist attractions lacks pertinence.Finally,this paper puts forward that the emergency management of natural disasters in Zunyi mountain tourist attractions should be improved from the following four aspects: first,improve the coordination level between tourism emergency management departments;The second is to improve the investment of talents and emergency materials in mountain tourist attractions;Third,improve the quality and level of emergency rescue technology;The fourth is to build a scientific emergency early warning system for mountain tourist attractions;The fifth is to strengthen the construction of tourism emergency management platform.
